Statement of Work:  Senior Manager- Gaza Office
 
Project: West Bank & Gaza SMART Project
Expected start and end date:  January 2022 – to end of project
Level of effort: Full-time
Location: Gaza, Palestine 
 
Background
Through a package of technical assistance and grants, the Small and Medium Enterprise Assistance for Recovery and Transition (SMART) project aims to rapidly recover the Palestinian small and medium enterprises (SMEs) and put them on a path to revitalization following unprecedented crises, e.g., COVID-19. SMART will help SMEs and start-ups regain productivity, grow, and expand. It will promote economic growth and self-reliance in the West Bank and Gaza. 
 
Role 
 
The Gaza Senior Manager is a position designed to help the Chief of Party (COP) to design interventions and implement Gaza programs.  As one of the most senior members of the technical team, the Gaza Senior Manager will have primary responsibility for ensuring that activity implementation meets the initiative’s indicators, providing feedback to the COP and MEL team.  He will work with the COP to identify technical activities needed to address specific market failures in their respective sectors. Concurrently, he will ensure that the project implements all planned activities to tackle the overarching challenges faced by Gazan firms.  The person in this role will be responsible for ensuring that work plan interventions and activities are met in a timely and efficient manner in close coordination with the senior business advisor, the Deputy Chief of Party and the MEL Director, while facilitating proper progress reporting to the COP.
 
Responsibilities: 
  • Support the COP in the design of Gaza-related programs.
  • Provide oversight for project technical and operations teams in Gaza.
  • Assist the Senior Business Advisor in managing the technical programs and technical staff in Gaza.
  • Work with staff to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are met. upon.
  • In coordination with Senior Business Advisor handle a portfolio of clients and initiatives of strategic nature.  
  • Prepare technical implementation documents such as Scopes of Work for consultants and subcontractors, and grant agreements.
  • Assist the COP with reports and deliverables writing as necessary

Job Requirements
EDUCATION
  • Minimum of bachelor’s degree in economics, business, engineering, or related field preferred. Advanced degree preferred.
WORK EXPERIENCE
  • Experience overseeing and monitoring the implementation of large, complex donor projects in Gaza. 
  • 10 years experience in private sector/business development and reform, trade facilitation, institutional capacity building, emergency response, or other relevant technical areas applicable to SMART. 
  • Experience supporting entrepreneurs, start-ups and SMEs in Gaza for international firms. 
  • Knowledge of local and international market development. 
  • Knowledge of USAID policies and procedures.
  • Proven experience in writing high quality technical and administrative reports, scopes of work, and other fundamental project implementation documents
  • Excellent written and verbal skills in both English and Arabic
 
SKILLS & KNOWLEDGE
  • High level of interpersonal and diplomatic skills required.
  • Previous work experience in Palestine or the Middle East desired.

The Gaza Senior Manager will report to the Chief of Party.
