Job Title: Senior Manager – Administration, Human resources and Information Technology
Location: Ramallah
Closing Date: December 19, 2010

The Welfare Association (WA), a leading agency supporting Palestinian development and relief efforts, is seeking a dynamic leader and team builder with excellent conceptual, analytical and organizational skills for the position of Senior Manager – Administration, Human Resources and Information Technology. The Senior Manager reports to the Finance and Administration Director, and serves on the WA senior management team.

Responsibilities & Duties:
Supervise the Departments of Human Resources, Information Technology and Administration of WA in its geographic areas of operation. This entails:
1-Supervise the day to day activities of the Administration Unit and its associated subunits.
2-Initiate the development of strategies and objectives of the Admin Unit.
3-Develop work plans in close consultation with current FAD staff and ensure targets are met.
4-Develop and manage the execution of short term plans for implementing the approved objectives.
5-Flourish suggestions and recommendations that would enable a more effective and efficient work flow.
6-Monitoring the work flow within the unit and ensure that all preventive and corrective actions are being made promptly.
7-Participate in developing the Unit budget and manage the activities within towards achieving the set budget.
8-Develop managerial and technical circulars within the unit towards the achievement of the set plans and objectives.
9-Conduct periodic meetings with unit managers regarding work priorities and ensuring work is flowing smoothly.
10-Ensuring compliance with corporate administrative policies and procedures.
11-Serving as main point of contact with other departments and the Deputy Director General’s office.
12-Addressing staff development needs and ensuring the personnel needs of the department are met.

Experience and Academic Qualifications:
1-Higher education (minimum of a Masters degree) in Business Administration, or an equivalent combination of education and experience.
2-Extensive (minimum of 10 years) experience in Administration work, among which at least 6 years in a supervisory position.
3-Excellent computer skills (MS-Office, MS-Project, and Internet Applications).
4-Excellent communication skills (written and spoken) in English and Arabic.
5-Ability and willingness to travel within WA’s scope of operations and abroad
