Senior MEAL Officer

Tdh is a well-recognized actor in Palestine, having established a long and fruitful collaboration with justice stakeholders and national institutions in the areas of policy, capacity building, and specialized service provision.
Working within the framework established by the organization, the Senior MEAL Officer role involves ensuring the consistency and quality of the delegation’s MEAL strategies and activities. He/she coordinates and supervises the MEAL system in place, operating in coordination with the project teams. Specifically:
- The Senior MEAL Officer ensures that the delegation’s teams receive appropriate and effective methodological support consistent with the approaches, methods, and tools used within the delegation in the MEAL field.
- He/she ensures that a consistent approach to MEAL is adopted in all projects.
- He/she supports an institutional culture that encourages critical thinking, collective learning, and teamwork, as part of the organization’s focus on quality and
He/she helps develop a dynamic approach to MEAL inside and outside Tdh (as part of local partnerships, networks, centers of expertise, working groups, etc.).
Strategic management
- Conduct a comprehensive review of the current situation within the delegation and develop an action plan for the development and reinforcement of the MEAL system. Subsequently, implement and monitor this action plan. The MEAL action plan undergoes quarterly reviews in collaboration with the Senior Program Manager (SPM) and the Head of Delegation (HoD).
- Provide support for the development and implementation of the delegation’s strategic MEAL orientations in coordination with the HoD, the SPM, and the Project Managers.
- Implement an appropriate and effective MEAL system that, where possible, integrates project and program partners during the monitoring plan design phase, as well as in the sharing and utilization of
- Plan MEAL activities and oversee their implementation; manage and supervise related resources.
- Ensure the adherence to ethical principles related to MEAL, especially those concerning gender equality, fairness, and the “do no harm” principle. Safeguard confidential data, apply the principles of informed consent, and protect children throughout the collection, processing, analysis, and utilization of MEAL
Technical support
- Ensure that MEAL/Q&A associated directives, methodological guidelines, and tools are understood and implemented at
- Monitor developments in the MEAL field, building the delegation’s knowledge and capitalizing on lessons learned in this
- Assist in developing and writing sections on MEAL, particularly in formulating theories of change, indicators, and organizational measures for project proposals.
- Provide methodological support during the development of MEAL systems and plans, ensuring a consistent approach is adopted across all projects and
- Support in the collection of data for program indicators and program steering
- Verify the relevance and proper functioning of monitoring tools.
- Ensure that the key components of the Project Follow-Up (PFU) are in place for all active projects at the kick-off, and maintain the tool with correct and accurate information, utilizing it for project steering.
- Establish and manage processes for upholding accountability towards affected population (AAP) in compliance with CHS and accountability standards, by mainstreaming the pillars of 1) information sharing, 2) consultation, 3) participation, and 4) complaints, feedback, response mechanisms. This allows the delegation to hear beneficiaries’ and partners’ feedback and concerns about the quality of services and informs decision-making.
- Inform the SPM and HoD of any unmet targets, contextual changes (risks and opportunities), and negative effects on
- Provide advice and methodological support during the recruitment of MEAL experts for projects and specific MEAL technical assignments (by drafting terms of reference and recruiting and supporting consultants).
Use of MEAL data
- Ensure the existence of appropriate databases for each project, and work towards their harmonization and enhancement.
- Improve data collection and analysis for evidence-based responses at the delegation level, contributing to regional analysis and communication/advocacy efforts.
- Collaborate with the Communication Officer to ensure that MEAL projects, assignments, and findings are visible and aligned with the communication objectives.
Learning/training
- Collaborate with the Senior Finance, Admin, and HR (FAHR) Manager to contribute to the development of the capacity building plan for the delegation in the MEAL field, based on assessed needs and available budget.
- Implement measures to enhance the skills of teams and partners in the MEAL field.
- Gather information from MEAL projects to identify those projects requiring evaluation and determine key projects suitable for capitalization.

Requirements for the position
- A bachelor’s degree in a relevant field such as social sciences, international development, statistics, or economics (acquisition of a master’s degree is an asset).
- At least five years of experience in monitoring and evaluation, preferably in a humanitarian context.
- Expertise in project cycle management:
- Detailed knowledge of concepts, processes, and tools.

- Experience in impact measurement.
- Outcome level monitoring.
- Beneficiary tracking and counting.
- Data modeling and visualization.
- Systems for ensuring accountability towards affected populations.
- Practical application of CHS, CPMS, Sphere, and other programming standards.
- Familiarity with gender markers.
- Proven experience in leading multidisciplinary teams in the MEAL and IM
- Expertise in developing, planning, and implementing systems, procedures, and tools in the MEAL and IM
- Expertise in quantitative and qualitative methods in the humanitarian aid/development sector. Strong skills in data analysis and report writing (in English).
