Main Functions:

Bear overall responsibility for the efficient and effective management of a multimillion program that involves different component including infrastructure, agriculture, in addition to education, health, and community development.

Duties & Responsibilities:
In accordance with established WA policy & regulations:

Manage the whole operations of his/her respected program including the technical and administrative aspects as follows:

1)Technical responsibilities:
-Supervise the preparation of the strategic & action plans at program & project levels focusing on expected outputs and impact, as well as long term sustainability
-Oversee and ensure adequate programs and projects implementation through:
-Keeping regular contact with beneficiary organizations and conducting regular field visits to program sites.
-Supervise operational technical and financial tasks related to programs.
-Review technical and financial reports from beneficiaries and following up on issues needing further clarifications or additional supporting documents.
-Monitor / Follow up implementation progress to ensure the achievement of program / project deliverables in a quantitative, qualitative, and timely fashion.
-Anticipating impediments to program implementation plans and developing mitigation plans.
-Assist in resolving any emerging operational problems arising at the program and project level, and proposing solutions and amendments to implementation plans and agreements as needed.
-Keep orderly filing of information and program / project documentation.
-Ensure proper program and project closure including the design and implementation of internal and external program evaluations.
-Manage staff of the program
-Supervise the program cycle management starting from planning into implementation, evaluation and execution of remedial plans
-Supervise the monitoring and evaluation process at the level of the strategic plan of the program and projects level.
-Submit periodic progress reports on performance of his/her program including programs & projects, administration and finance.
-Prepare and implement visibility and media plans in coordination relevant department at WA
-Confer with donors as needed.

2)Administrative responsibilities:
-Manage the Human Resources at the program level, including recruitment staff performance and competency development in cooperation Gaza office.
-Prepare program budget annually and control its expenditure in coordination with the Gaza Area Manager and Director of Operations.
-Perform such other duties as may be assigned

Academic & Professional Qualifications & Experience:
1-MA in Public or Business Administration, or relevant field. Background in engineering is preferred.
2-Extensive (minimum of 8 years) of experience in managing big programs with multiple tasks and sizable budgets.
3-Proven experience in management, planning, monitoring and evaluation at administrative, budgeting, and program levels.
4-Good MS project skills.
5-Leadership qualities.                   
6-Excellent computer skills (MS-Office, MS-Project, and Internet Applications).
7-Excellent communication skills (written and spoken) in English and Arabic.

Languages:
Fluent Arabic and English languages.
