Job Title: Senior  Programme Assistant          level:  SC 6 Contract: Service Contract
Location: oPT Office, Jerusalem Office              
Under the direct supervision of the West Bank Coordinator, the incumbent s/m will be responsible for the following:

Duties and Responsibilities:
Programme Operational Control (by conducting spot checks at field level):

-Ensure cooperating partners respects standards for all programme implementation and in the West Bank, comprising standardized distribution process, WFP visibility requirements, beneficiary targeting, local committees (composition, ToRs, cooperating partners responsibilities), local coordination committees, etc;   
-Ensure the implementation of quality standards at bakeries (School feeding, Institutional feeding, Bread project), related to food processing, hygiene, food handling, etc;
-Follow up with Cooperation Partners on submitted operational Work plans and ensure cooperating partners adhere to the agreed timelines, activities and processes
-Ensure that all activities in the West Bank are implemented in compliance with WFP and donor rules and regulations;

Programme Implementation:

-Responsible for the finalization of Distribution reports with partners and logistic and on the payments related to distribution.
-Check and review quarterly and monthly payments reports for cooperating partners;
-Follow up with logistic on deliveries , physical inventory;
-Collect and provide inputs related to project issues, distribution figures, quality problems, quarterly reports 
-Liaison with Ministry of social affairs on the institutional feeding programme;
-Assist on the preparation phase of bread project expansion (contracts, receipts, figures, bakery assessment, provide training)
-WFP visibility items for WB 
-Follow-up with cooperating partners on Food for work and food for training work plans 
-Follow-up on discrepancies between food allocations, deliveries, and distributions in the West Bank;
-Support the West Bank coordinator on timely data entry and reporting by West Bank sub-offices and cooperating partners;
-Collection and compiling of beneficiary figures, beneficiary lists for all cooperating partners;
-Provide inputs to other WFP units on targeting, beneficiary figures
-Assist on the elaboration of project guidelines and all trainings of cooperating partners;
-Assist on the implementation, set-up, and preparation of West Bank interventions; 
-Assist on any other West Bank related issues, as required. 

Education:
Secondary school education, preferably supplemented by courses in human resources, public administration, transport, development economics or other related field.
Experience:
At least five years of progressively responsible experience, of which at least one year was closely related to programme functions.

Language:
Good working knowledge of English.

Desirable skills:
Good communications skills, team work, and knowledge of UN system policies, rules, and regulations.
