Job Title: Senior Programmes Coordinator

Main Job Purpose:
To lead the humanitarian, development and emergency programmes in HA Palestine. This includes the design and implementation of humanitarian and development responses and preparedness programmes contributing to the global strategy of Human Appeal. The post holder provides vision and strategic direction and effective oversight of the humanitarian and development programmes ensuring continued improvement in the quality of programmes, effective oversight of financial and human resources, security and legality. All of these will need to be combined and supported with influencing, networking, business development and resource mobilisation (fundraising) efforts.
There may also be some situations where the position holder temporarily takes up management positions as an interim measure. During these missions, the post holder will model new ways of working and drive the teams toward transformation, holistic planning and programming and help to build effective teams, coalitions and networks.
Accountabilities:
Programme implementation, development and strategy
- Assist the Head of Gaza and senior management team in the management of HA supported Programmes to ensure effectiveness, adherence to pre-defined objectives, and budgetary control to enhance coordination within departments and control over programmes.
- Providing guidance and technical information and guidance in programme delivery to the programme officer, Acting Office Lead and Head of Gaza.
- Working closely with individuals and groups supporting the delivery of any activity, determine roles and responsibilities based on activity requirements and timeframes.
- Oversee the efficient administration of all projects in terms of finances, consultant contracts, keeping of records/minutes and other administrative tasks as required.
- Encourage a culture of learning and innovation, ensuring that all projects capture and document lessons learned and best practices.
- Lead the development of Standard operating Procedures (SOP), guidelines and all technical documents setting programme standards;
- Establish and maintain systems for programmes operations in accordance with HA policies and procedures to lead the implementation of the International programmes strategy in line with Human Appeal’s vision, mission and core values.
- Represent and safeguard the image, reputation and interests of HA at office, field and community perspective.
- Develop and implement long-term goals and objectives to achieve the successful outcome of the programmes.
- Contribute and lead programmes development efforts by identifying opportunities and working with programmes Team to draft proposals to respond to those opportunities, as well as the delivery of programmes, ensuring programme effectiveness through Head office, Sub-offices and partner teams.
- Plan, Design and implement staff capacity development and relevant trainings to provide guidance to programmes staff on all issues related to programmes implementation.
- Implement Day-to-day and on the ground leading of the emergency project team.
- Expected to present HA at cluster level and showcase HA work in Gaza to attract grants for HA projects.
Proposals
- Lead in the technical development of concept notes, project log frames, budgets, donor reports, and communication materials to expand the program portfolio of the field office
- Lead the development of innovative, high-quality, responsive and evidence-based concept notes and for funding
- Lead and Participation in Needs Assessments and Proposal’s writing.
- Write budget narratives, contribute proposals in field office
- Monitor and support the use of management tools such as Budget vs. Actual (BVA) for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.
External coordination
- Continually seek opportunities to increase key stakeholder understanding of the project and deepen stakeholder relationships by Communicating progress, risks, expectations, timelines and milestones to appropriate stakeholders so as to identify needs and evaluate understanding.
- Communicate with relevant departments of HA Palestine and the Programmes HQ team to ensure our projects are effectively monitored and marketed
- Attend cluster coordination meetings upon request of Line Manager, and providing regular reports to the Line Manager about these meetings.
- Communicate and coordinate with local partners according to Human Appeal Projects.
Resource mobilisation
- Develop an annual program budget and operating plan to support the programmes, coordination closely with all other key departments including Finance, HR, logistic for development and execution of Core Competencies strategies.
- Ensure there is allocation of common resources and skills within the programme individual projects to maintain the dependencies and the interfaces between projects
- Provide cohesive humanitarian planning for office, ensuring that priorities and opportunities identified are in line with strategic plan and goals.
- Prepare the Employment Plan, Yearly – quarterly to programmes department according to grants.
- Facilitate the appointment of individuals to project teams by taking part in interview and recruitment of staffs’ especially when they are under programmes department.
- Accomplish human resource objectives by developing job descriptions, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions
- Oversight third party contributions to the programmes.
Financial
- Financial oversight of the projects under his/her supervision. Responsible for ensuring financial controls are effectively practiced through all programme levels to ensure value for money of budgets.
- Oversee grant by identifying funding opportunities, developing competitive, responsive proposals that meet internal standards, and dealing with donors’ complaints to build, monitor and lead the quality of the open contracting grant portfolio.
- Maintain effective communication and relation with donors and other stakeholders in consultation with the Head of Gaza to explore current and potential funding opportunities.
- Oversee all projects funds according to established accounting policies and procedures as per HA regulations and donor compliance.
- In collaboration with the head of Gaza and Finance Coordinator maintain of all programmes financial activities and monitor the budget for each program to ensure effective oversight of agency and donor property.
- Monitor budgeted vs actual expenditure (BvA) as provided by Finance whilst mitigating any budget variances
- Mitigate and reduce financial risks to the operational delivery of regional Office’s objectives.
Liaising, Representing and Reporting
- Establish and maintain a usable and well-communicated schedule for all phases of the projects, ensuring effective Monitoring and Evaluation system.
- Ensure that all projects are implemented according to plan from beginning to end and that agreed objectives have been met.
- Develop regular projects updates and timely narrative activity reports, as required.
- Conducting regular field visits to ensure effective implementation of projects activities.
- Compile reports and analyses data as necessary, in order to enhance senior management decision making.
- Develop and ensure effective implementation of MEAL mechanisms in coordination with the MEAL team for allprogrammes;
- Represent Human Appeal Palestine and actively participate in regional and local coordination, working/sub working groups pertaining to programmes; attend other meetings relevant to Human Appeal’s programme activities to successfully establish positive public impression for Human Appeal Palestine;
- Liaise with national and local authorities and leaders, NGOs and other stakeholders to ensure complementary responses and smooth implementation of Human Appeal Palestine’s programme activities;
- Ensure timely completion and submission of all reports according to internal and donor requirements, ensuring strict compliance with donor contract requirements and reporting deadlines;
Leadership
- Promote the relationships between Head of Gaza and Headquarters management teams. Increase following & compliance and build genuine unity aligned with values of the organisation.
- Ensure that Human Appeal remains relevant for local civil society organisations, host government, private sector and policymakers of the country. It may include (but not limited to) revision and realignment of field office strategy and other actions.
- Build capacity of HA Palestine teams in initiating and sustaining healthy, mutually beneficial and authentic partnerships with local civil society organisations and local authorities.
- Help our field office humanitarian lead people to play a leadership role in efforts to improve humanitarian response, coordination and play an active role in the field office Humanitarian Team and all relevant clusters.
- When temporarily assigned to the management positions, lead the teams and implement strategic steer of the senior leadership of Human Appeal. She/he can also take unpopular decisions and implement them in close coordination with HQ of Human Appeal.

- Guide and give pragmatic and actionable advice on operational excellence to achieve optimal efficiency and cost-effectiveness in all functions and operations of the field office programme.
- When temporarily assigned in a management position, oversee the deployment and utilisation of financial and operational policies, procedures, and systems to deliver compliance with Human Appeal and donor requirements.
- Ensure responsiveness and appropriate levels of in-person and remote support especially in the areas of HR, finance and supply chain.

Requirements:
Degree in Developmental studies, social work, international development, Humanitarian Development or in relevant fields to the role.
Education
At least 7 years of experience in Programmes, with at least 4 years of experience as a Programmes Coordinator in INGO
Experience
Computer literate and proficient in MS Office Suite
Computer Skills
Excellent in English and Arabic
