Senior Project Manager (Job# 2/2017)
Summary: This position will lead Souqona project which was launched in April 2016, with funds from Australian Governments. Souqona is planned to be implemented over two phases with the total of 5 years in Northern Area of West Bank with the main goal of better connecting male and female Palestinian vegetable and dairy farmers to markets.
The project adopts a market system/value chain development approach, with a systemic and comprehensive methodology that deals with the value chain and its actors, value chain support services, main components of the enabling environment, gender/social roles and norms, environmental sustainability, climate change adaptation, and institutional structures’ relations.
Primary activities for the Project Manager (PM) for Souqona include but are not limited to:
-being responsible for the management and implementation of the complex project initiatives,
-coordination between CARE’s team and all key actors in the project (including project partners, governmental actors, other consortia members, private sector and investors),
-identifying potential and emerging programmatic and financial issues;
-facilitating collaboration among all actors to find solutions for programmatic and financial issues;
-reviewing and commenting on progress and technical reports and other programming/project documents to be submitted to CI member, advisors and donors, and will also be responsible for
-overall planning, monitoring, evaluation, learning, and reporting on the project to Country Office management, CARE International, and donors.

Reports to: Program Area Manager
Start date: As soon as possible
Position type: full-time 40 hours/week
Requirements
- Master’s degree in community development, Market Systems, Agriculture, Management and Business Administration, or other related fields OR combination of relevant education and experience
- Training in Gender transformative approaches, inclusive value chains, and diversity (desired)
- At least 5 years’ proven experience in managing and implementing complex market system, economic empowerment, food security, livelihood, women economic empowerment projects
- Demonstrated management skills with a minimum of two years’ experience supervising employees
- Good private sector engagement and market system/value chain development experience in the agriculture/agribusiness sector.
- Strong technical skills in market systems and value chains
- Excellent time management and organization skills, and ability to work under pressure and outside office hours.
- Capable in planning and problem solving. Excellent report writing skills both in English and Arabic. Familiarity with quantitative and qualitative research methods and market system program monitoring and evaluation systems.
- Computer literate (MS Word, Excel, Power Point and Access)
- Valid Driving license with clean record and ability to travel across the West Bank
