Save the Children is seeking qualified candidate to fulfill the following vacancy in its Ramallah Area Office:

 Senior Project Officer

Position Ref.: SCI/ YSPO/oPt/2017

The Senior Project Officer will provide technical and supervisory support for the successful implementation of the EU-funded Youth Advocacy for Leadership and Action (YALA) ensuring successful, quality and timely accomplishment of program activities in compliance with SCI and EU policies and regulations.

The Senior Project Officer will have a day-to-day management responsibility for all Project activities in all the project locations.  S/he will ensure that the project creates and maintains close relationships with relevant stakeholders, INGOs, NGOs, CBOs, Ministries and implementing partners.

The Senior Program Officer work closely with M&E and support departments ensuring that monitoring plans are carried out, required project resources are mobilized and utilized, data from SC and its partners is generated and reported in a timely fashion, and that quality is maintained as scaled up in the field. 

In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal role profile and should be able to vary working hours accordingly.

Main Responsibilities:

Area 1: Project representation; the Senior Project Officer will represent the project in front of different stakeholders; including:
Ensure efficient representation and coordination with the EU delegation, local authorities and international humanitarian community.
Ensure adequate representation and coordination with targeted communities and stakeholders according to agreed upon visibility and branding plans.

Area 2: Ensure all Program Management areas are conducted efficiently to meet the project objectives, including:
Lead project implementation, develop overall and partners’ action plans and in coordination with the other CO’s departments, develop the Monitoring plan, Procurement plan, Visibility and Communication plans.
Through periodic internal meeting and formal quarterly reviews, ensure the program activities and expenditures are on track.
Develop partnership agreements with partners, including Budget, Cash Flow and Detailed Implementation Plan.
Provide day to day support and direction to partners, ensuring progress, quality and synergy in the overall program operations and team.
Review partners’ narrative and financial reports, ensuring quarterly targets are met and budget expenditure is aligned with agreed cash flows.
Provide monitoring and field visits to project site and activities and ensure compliance with child safeguarding policy, beneficiary satisfaction and support in coordinating complex events.
Provide regular updates to line manager and other SCI departments about the program including data, lessons learned and best practices and attend regular meetings with direct supervisor as per the request and coordinate potential SCI field visits to project activities.
Work closely with Procurement, Awards Management Unit (AMU) and Finance Departments for all related project needs and ensure compliance with SCI standard policies and procedures.
Work with the SCI Design, Monitoring & Evaluation unit on the development of the monitoring tools as well as the base line survey and the evaluation tools to measure the progress and the impact of the programs’.
Participate in SCI annual planning and strategic planning workshop, education working group and essential trainings identified by SCI.

Applications will be considered based on the following essential criteria:

Relevant advanced degree in Social Work, or a closely related field is preferred with at least 7 years of relevant programmatic experience At least 4 years of similar experience in a recognized local or international NGO in the oPt.
Minimum of 5 years of experience in the development and/or Humanitarian Sector(s)
Experience successfully working with the public sector, private sector, and/or civil society, community based organizations, local communities, and local government in developing effective capacity building methods.
Proven experience in Child Protection, Education and Youth Programmes
Demonstrated experience in implementing projects in partnership with partners
Strong Leadership, representation and interpersonal skills and problem solving abilities.
Willingness and ablility to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
Ability to travel throughout the West Bank and Jerusalem.
Valid driving license
Solid  Project Management skills
Excellent oral and written communication skills in both Arabic and English
Good team player as well as ability to work independently
Experience in design and delivery of trainings
Ability to work under pressure
Results oriented and self-motivated
Flexible, proactive with the ability to manage and prioritise an unpredicted workload
