Work location (Country + city): Gaza Strip, with possiblity to travel to the West Bank and to Jordan on a occasional basis. 

Job Duration: one year with the possibility of extention

General Responsibilities (Overall purpose)

Terre des hommes (Tdh) is a leading organization worldwide on child protection, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to develop and improve the child protection systems and juvenile and gender justice.  Under the Sawasya Program, funded by UNICEF, which aims at advancing the rule of law, gender justice and human rights, Tdh aims at contributing to develop and improve child protection and Juvenile justice systems. This is through revising the National child protection referral, upgrading the capacities of case managers, enhancing the restorative approach and in particular by promoting alternatives to trials, detention and specialized custodial care for children, better prevention and reintegration, and synergies in contexts of legal pluralism. 

For this particular position, Tdh is looking for a strong experience professional who is results-oriented, dynamic and proactive. The candidate will lead, guide and support all activities related to Access to Justice Project funded by UNICEF, ensuring quality project cycle management in all stages in close collaboration with Tdh team, donor, local partners and stakeholders in the Gaza Strip and strictly following Tdh and donor standards. In order to accomplish the aforementioned, s/he should combine managerial and technical leadership and experience managing Access to Justice projects, including with a broader knowledge of child protection principles in program development, gender and protection mainstreaming expertise.

Specific Responsibilities / Context  (Tasks)

1. Project Management and Development

  • Ensure planning of the Access to Justice Projects in accordance with their objectives, activities and targets outlined within Project Documents and in line with project’s budgets.
  • Ensure that activities are appropriately and timely perform. When deemed necessary, amendments to the current and future projects, in consultation with the Gaza Head of Office and Access to Justice Regional Coordinator. 
  • Plan and organize regular meetings with representatives of local authorities and other stakeholders working on justice and child protection in the Gaza Strip.
  • In collaboration with the Gaza Head of Office and with the Finance Specialist in the Gaza, forecast expenditures and track activities expenses (monthly).
  • Involve the community actors, where appropriate, in the protection processes of children in contact with the law.
  • Plan and ensure development of awareness activities in close consultation with local authorities, communities and other stakeholders on Access to Justice and child protection topics.
  • Ensure follow-up of the case conference rollout in the Gaza Strip with the key stakeholders.
  • Jointly organize family group conferences (FGCs) along with MoSD for children in conflict with the law in Gaza including developing child individual care plans and Implementation of individual care plans for the targeted children benefited from family group conferences in Gaza and Gaza North.
  • Follow up cases of children in conflict with the law benefiting from alternative to detention through supervising two case managers.
  • Follow up chid protection services, including case management provided to children of Al-Rabee Institution. 
  • Assist in the development of new proposals for funding and advise on their technical soundness and financial feasibility. 
  • Ensure compliance of the Access to Justice Country Strategy as part of the Country Strategy of the Delegation.
  • Assist in timely and accurate delivery of information, analytical inputs and maintenance of an updated M&E framework per project. 
  • Proper and regular documentation of all project activities in the Gaza Strip and monthly management of sources of verification.

  • Prepare and update regularly the project follow-up sheet (PFU) as per Tdh standards.
  • Assist in preparation of field visits as requested.

2. Representation, Coordination and Liaison

  • Actively propose and ensure regular meetings with the formal justice actors in the Gaza Strip (police, prosecutor, judges, etc.), the representatives and the Child Protection Officers under the MoSD, relevant academic institutions, as well as with informal/community-based justice actors in the Gaza Strip.
  • Network with other (I)NGOs and entities working in the Gaza Strip in A2J/Child Protection related areas in the interest of information sharing and best practices.
  • Preparation of minutes of meetings and reports on technical and representative meetings held with different actors in the Gaza Strip.
  • Coordinate Tdh actions with the different networks to which it belongs in the Gaza Strip, identify and propose other relevant networks where appropriate.
  • Actively sustain and broaden networks in the area of intervention with any existing Gaza Strip services, stakeholders and authorities necessary to handle A2J activities/support in an effective manner.
  • Attend appropriate external meetings held in the Gaza Strip at sector level, in order to ensure that Tdh’s aims and activities are shared with partners.
  • Actively contribute within the different activities, learning tasks and working groups in the MENA A2J Programme.

Reporting and communication 

  • Produce and submit a monthly report and contribute to quarterly reports.
  • Assist in the drafting and submission of donor reports.
  • Assist in drafting of A2J thematic reports as required.
  • In collaboration with the delegation Communication Focal Point, provide regular internal and external communication products focusing on Access to Justice for MENA Newsletter, websites, Twitter and Facebook MENA webpages, etc.
  • Upon completion of the assignment, submit detailed handover notes.

4. Security 

  • Comply with Tdh Security Regulations 
  • Participate in updating security plans, as needed.
  • Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention; ensures the staff know and implement the procedures in their day-to-day work;
  • Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
  • Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP.

5.  Project Monitoring, accountability and learning support 

  • Collaborate and plans project activity and output indicator reporting along with the Q&A support team
  • Oversees accurate project implementation reporting; reviews and supports projects staff with project records and registers up keeping. 
  • Ensure partner & direct implementation is monitored on a regular basis for quality standards, through schedule visits, data quality audits, spot check / verification visits against reports, and reports reviews 
  • Ensure donor, and other internal reporting deadlines are met with high quality reports with accurate information.
  • Support the accountability (complaints / feedback response mechanism) through follow-up of complaints that come through the CFRM channels and support in the resolution and closure of operation / programmatic complaints
  • Fosters a learning environment along with the Q&A staff and promotes critical reflection of project activities and interventions.

6. Others

  • Supports the leadership team to organize and facilitate, conferences, exchange of experience mission and field visits for external management staff and donor representatives.
  • Any other duty as required by the line supervisor.

Job Requirements

Requirements for the position 

  • A bachelor’s degree social science, law, or other relevant degree in line with the position responsibilities;
  • High level knowledge of national, regional and international legislations pertaining to the criminal justice system, juvenile justice, child protection, etc.;
  • Knowledge and interest of gender issues and ability to mainstream gender considerations into programming;
  • At least  5 years of experience in similar position preferably with an (I)NGO;
  • Excellent communication, coordination and representation skills;
  • Previous experience and exposure to relevant actors working in A2J in Palestine would be highly desirable;
  • Strong organizational and planning skills;
  • Proficiency of English & Arabic languages is required; and
  • Excellent computer skills.
