Job Description

Main role:

Under the supervision of her/his Line Manager, the Senior Public Health Officer oversees the overall implementation of the health project components in Gaza. S/he provides technical inputs/support in close collaboration with the line manager, the project team and the partners’ team..

S/he ensures that the project is implemented in compliance with contractually agreed targets, scope, duration, budget and donor compliance obligations.

S/he works completely in line with Tdh multi-sector strategy in the country. S/he works in close coordination with implementing partners, governmental and non-governmental agencies, the cluster system and all other relevant actors, to develop, monitor and orient multi-sector response projects.

S/he also acts as the health technical lead in her/his area of responsibility, with the support of the relevant technical coordinators and/or Advisors (oPt/region/HQ).

Main responsibilities:

Program Quality and Technical Oversight

  • Provide expert guidance and technical support in the design, implementation, and evaluation of the health component of the project.
  • Stay abreast of the latest developments and best practices in health, focusing on maternal, newborn, and child health, nutrition, and WASH in facilities to ensure program effectiveness.
  • Support in preparing situation analysis reports in identified and agreed upon areas making use of existing information and collection of data
  • Support in conducting needs assessments for potential project proposals
  • Develop capacity-building initiatives aimed at enhancing partners' capabilities, addressing iden-tified gaps, and fostering continuous improvement of health project
  • Ensure meticulous preparation of medical supply requirements following Tdh’s internal guide-lines, aligning with the Essential Medical List outlined by the MoH and WHO, and adhering to in-ternationally recognized standards.

Strategic and Project Development

  • Collaborate with the project management team and the Regional Health Coordinator to contribute to the development and refinement of strategic plans for Tdh health interventions, focusing on perinatal health, digital health, and health systems strengthening.
  • Provide insights and recommendations for innovative approaches to address emerging health challenges, especially related to maternal, newborn, and child health.
  • Contribute to identify new types of health intervention through regular assessments
  • Conduct mapping of relevant health stakeholders and services and cross-cutting sectors.
  • Contribute to health projects’ development processes with involvement in concept notes and proposals.
  • Contribute to health assessment and building relevant partnerships with national and/or local partners.
  • Propose new health activities and assess modalities of response, based on the needs assessed and according to the priorities of Tdh.

Partnerships and Coordination

  • Foster strong communication and collaboration with partners, ensuring alignment of project goals and strategies.
  • Establish networks with UN, INGOs, and local partners to promote technical capacity and develop strategic partnerships, including active participation in cluster meetings.
  • Build strong relationships with relevant line ministries and departments, e.g. MoH, Maternal, Newborn, and Child Health Department, to ensure effective coordination and collaboration in advancing Tdh health initiatives.

Data Collection, Reporting, Monitoring and Evaluation

  • In collaboration with the MEAL team in the country, implement robust monitoring frameworks for partners' activities through regular partner field visits and review of partner’s reports.
  • Support the development of M&E systems and lead analysis of health data trends to course correct and adapt programming, with a focus on quality health interventions.
  • Ensure accountability and transparency to beneficiaries, communities and donors.
  • Follow up partner reports and prepare and submit comprehensive and timely reports, ensuring accuracy and compliance with Tdh and donor requirements.
  • Compile field information into reporting requests from the sector or any other relevant stakeholder.
  • Identify and report immediately any problems that may jeopardize the project goals.

Representation and Communication

  • Represent Tdh at coordination meetings / clusters / fora / working groups as well as with com-munities, local authorities or any other relevant identified stakeholders and with donors (on request).

Safety and Security

  • Comply with Tdh security regulations
  • Report any security/safety incident and/or risk to the top management
  • Develop a network to facilitate the project acceptance

Requirements for the position:

 Qualifications

 Bachelor or Masters’ degree (strong asset) in Health or Public Health or a related field

Experience

  • Minimum of 3 years’ proven experience with (I)NGO in health project implementation (having an experience in project management is an advantage)
  • Proven experience in implementing health projects (strong experience in MNCH, nutrition, and WASH implementation is an advantage)
  • Demonstrable experience in managing partnerships
  • Demonstrable experience in building relationships, fostering interagency coordination and representing the organization to external stakeholders active in the area of intervention

Competencies

 Demonstrated skills in project cycle management as well as proposal development

  • Strong leadership qualities with excellent supervision, capacity building and training facilitation skills
  • Ability to work well and punctually under pressure in very volatile contexts
  • Excellent analytical, organizational, problem-solving skills
  • Excellent communication, negotiation and dispute resolution skills
  • Clear understanding of donor compliance is essential
  • Very good IT skills including (MS Office)

  • Commit to respect the Child Safeguarding Policy.
  • Report serious cases of abuse on children identified by the Child Protection team to the Country representative. Strict confidentiality must be respected.
