BACKGROUND

The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance

ROLES AND RESPONSIBILITIES

The Senior Public Policy Advisor -SPPA- will be assigned to a governmental institution to support the institution as it shifts to a more transparent and coordinated approach among the different Ministries.

The position will also provide guidance on regulations and policies including in the areas of land tenure, titling, property taxation, housing, issues related to Area C and other similar areas.

To accomplish these goals, the SPPA would be responsible for supporting strategic and policy dialogue, including creating more robust policy engagement, offering new policy, programmatic, funding, and partnership options, and shaping increased development partners and PA-wide engagement.

The SPPA will work directly with the assigned public institution to define work streams and deliverables in support of these activities.

This position is based in Ramallah, with regular travel throughout West Bank as needed.

S/he will report to the Chief of Party or his designee.

The position is based in the Ramallah office with frequent travel within the West Bank.

 

MAIN RESPONSIBILITIES AND TASKS:

-Support strategy and policy dialogue, including creating more robust land/resources, property tax, housing policy engagement and other areas of policy interest, offering new programmatic, funding, and partnership options, and shaping increased PA-wide and development partners policy engagement.

-Provide senior-level policy and technical expertise, strategic planning, and program design support to the host institution and provide coordination support to senior-level representatives.

-Advance the national policy and legal framework for a range of land tenure, land titling, property taxation and housing issues, as well as managing policy and legal issues in other policy priority areas including through:

-Creation of annual policy priorities and policy development guidance on the above referenced areas for PA institutions including the Prime Minister’s Office, Ministry of Finance, Ministry of Local Government and Ministry of National Economy.

-Analyzing policy proposals, developing and evaluating alternative policy choices, and provide options and recommendations.

-Reviewing, editing and drafting relevant regulation, rules, legislations, programs and policies and provide recommendations for improvements.

-Identify and facilitate synergies/collaboration on the priority policy areas between PA institutions and relevant development partners.

-Work effectively in situations where conflicting viewpoints exist and build open communications and dialog in diverse settings.

-Work within and lead project teams and juggle multiple projects and meet concurrent deadlines.

-Engage, in line with the assigned tasks, with relevant counterparts, such as the Ministry of Local Government, Ministry of Finance and Planning, Ministry of National Economy and other line ministries.

-Create work plans and design decision-making processes as assigned by the host and/or supervisor.

-Create regular reports documenting past successes in the target sectors and focusing on areas of planned future interventions.

Job Requirements

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:
Master’s Degree in a relevant field, such as Public Administration, Public Policy, Law, Natural Resource Management, Urban Planning, Engineering, or other related disciplines.

WORK EXPERIENCE:
A minimum of 8 years of policy experience in local government, property tax or other related disciplines.

SKILLS:

-Mastery level knowledge and experience in Policy Work related to land and natural resources management practice, property taxes, land registration, housing and/or other similar policies.

-Demonstrated practical experience in design and implementation of public policies in West Bank or Middle East region.

-Expert knowledge and experience in the development, review and implementation of land and natural resource management programming and/or policy making.

-Strong oral and written communication skills and capacity to formulate and negotiate sensitive positions within a complex environment; present complex information to a variety of audiences, and compose clearly stated technical documents from notes, government documents and general discussions.

-Ability to prepare thorough and concise written reports, including issue papers, decision agendas, and executive summaries, and prepare and deliver oral presentations summarizing key elements of analysis and recommendations.

-Requires an ability to work independently with multiple projects and concurrent deadlines with minimal supervision, as well as part of a team.

-Must be able to work effectively in situations where conflicting viewpoints exist and build open communications and dialog in diverse settings. Must also be able to foster supportive working relationship among all staff.

-Requires an ability to be extremely discrete with sensitive information.

-Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, and Word. Knowledge of the use of geospatial information systems is preferred; land policy as applied to different uses including large-scale investments;

-Excellent Arabic speaking and writing skills. Proficient knowledge of English is strongly desired.

LANGUAGES:

Excellent English language skills (both written and spoken); fluency in Arabic.
