The Near East Foundation (NEF) is seeking qualified candidates for a Senior Technical Expert in Youth Development to be based in WB/G. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.

Position Description

The Senior Technical Expert is a member of the NEF team in WB/G, reporting to the CoP. The Senior Technical Expert will lead the technical design and implementation of community and youth development interventions for the project, Positive Youth Engagement (PYE), which aims to engage marginalized and vulnerable youth in the West Bank and Gaza to reduce pathways to fragility. The Senior Technical Expert will employ a Positive Youth Engagement (PYE) approach focused on developing competencies and behaviors that support pro-social attitudes, a clear and positive personal identity, and positive belief in the future. The program will encourage youth leadership and experiential learning, as well as adult approachability and champions. Services and opportunities will be designed to support young people in developing a sense of competence, usefulness, belonging and empowerment. Concrete and practical approaches will not only address the challenges that youth face to accomplish the activity results, but will also involve and support young people in the decision-making, management and leadership of the program activities.

Responsibilities

-Conduct participatory assessments with youth and other relevant actors to determine youth needs, interests and opportunities available to them to help prevent violent extremism and promote PYE

-Engage directly with youth and communities regularly throughout the project

-Develop and provide curricula, training, services and experiential learning opportunities to youth (aged 10-19 years), appropriate to their age and the needs identified during the assessments

-Build positive and collaborative partnerships with stakeholders involved in the positive development of youth that can contribute to the achievement of program objectives and impact

-Support access of youth to education and economic empowerment opportunities, dependent on age, interests and needs identified

-Collaborate with NEF field offices, partner organizations, and other project stakeholders

-Work closely with the NEF program development and support teams and other NEF and partner teams to ensure a smooth and rapid start-up of the PYE program and to help ensure meticulous project oversight and transparent communication with relevant NEF staff throughout the project

Job Requirements

-A Bachelor’s degree in Social Science or a field related to the technical design of this project. (A Master’s degree in a field related to youth development programming is preferred.)

-Minimum 5 years of relevant experience in community and youth development (i.e. community mobilization, community development, capacity building and youth empowerment), preferably in an international organization

-Proven managerial experience through prior work in a relevant area (accountability, community communications, community and youth development or mobilization) and progressive responsibility in these roles

-Demonstrated ability to work effectively with communities, government and other stakeholders at the local level

-Experience working in participatory community processes and leading participatory monitoring processes

-Experience developing and providing trainings, facilitating group discussions, and engaging/consulting with communities

-Full professional proficiency in English, both written and spoken

-Full or moderate professional proficiency in Arabic (Levantine and MSA), both written and spoken

-Familiarity with development operational environments in project areas of WB/G

-Competence with MS Office applications, including Word, Excel and Outlook

Salary:

Commensurate with experience.
