Global Communities is seeking a Senior Technical Expert in Youth Development for the anticipated USAID Positive Youth Engagement project (PYE) in the West Bank and Gaza. PYE will be a five-year multi-sectoral Youth Activity designed to address the core issues of Palestinian youth development. The PYE activity will reach vulnerable and marginalized youth aged 10-19 at risk of social marginalization in deprived areas where they live by improving education, health, employment, community involvement (reintegration) and other needs as identified through drivers assessments The activity’s goal is to transform vulnerable youth into productive, contributing citizens who are connected to their communities. To achieve this goal, the USAID/WBG Mission and its selected partner will increase opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development.
Responsibilities
The Senior Technical Expert in Youth Development will lead the technical design and implementation of community and youth development interventions funded by this activity, including conducting capacity building and community stakeholder mapping, assessments and community programs in close coordination with the program managers and key staff. The Senior Technical Expert will report to the Chief of Party.

Qualifications
Education: A Bachelor’s Degree in Social Sciences or a field related to the technical design of the activity. A Master’s degree in a field related to youth development programming is preferred but not required.
Minimum of five years of relevant experience in community and youth development (i.e. community mobilization, community development, capacity building and youth empowerment), preferably in an international organization.
Proven managerial experience through prior work in a relevant area such as accountability, community communications, community and youth development or mobilization and holding positions of progressive responsibility.
Demonstrated ability to work effectively with communities, government and other stakeholders at local level.
Experience in working in participatory community processes an in leading participatory monitoring processes.
Experience in training, facilitating focus group discussions, community consultation.
Demonstrated experience ensuring the integration of often underserved youth populations, e.g. young women and persons with disabilities.
Languages: Full Professional Proficiency in spoken and written English and Modern Standard Arabic. Must be able to use both languages fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs.
