Shelter and WASH Coordinator
Job Description
The Shelter and WASH Coordinators’ main tasks are to implement both the delegated Shelter and WASH portfolios and ensure high quality and cost-effective programme implementation within the West Bank. The role encompasses team direct line management and donor grants including proposals and reporting in addition to budgets management.
Responsibilities
- Ensure that project processes and related information are properly documented and ensure high technical quality and transparent processes.
- Implement the Shelter and WASH programme, including (first line) emergency response, as per the Shelter and WASH national strategies: and in coordination with other core competencies.
- Work with the other programme teams (Information, Counselling and Legal Assistance (ICLA), Protection from Violence and Education) on joint-programming, multi-sectorial response.
- Ensure most vulnerable are targeted by the programme, taking into account people with special needs, gender, and protection issues
- Contribute to prepare/develop narrative and budgets for proposals in conjunction Area manager, PMs, Shelter and WASH specialists, and other support departments i.e. finance, logistic
- Monitor project outcomes and outputs for each grant, as indicated in the Monitoring and Evaluation (M&E) matrix
- Ensure consistency in data management from field reports to database and reporting
- Monitor and address referrals of rcomplaints to provide timely feedback, according to the corresponding complaints feedback response mechanism and procedures
- Facilitate donor visits at the area level when required
- Provide feedback and updates on Shelter WASH procedures and guidelines to concerned management whenever required
- Lead rapid and multi-sectoral needs assessment (in collaboration with Shelter and WASH Cluster) to inform program design and delivery in coordination with NRC programmes and external actors
- Support Area Manager, PMs and Specialists on the prioritization of Shelter and WASH responses based on the field reality. Ensure that participatory approaches are adequately utilized for the identification and prioritization of needs.
- Oversee high quality implementation and follow up on shelter and WASH interventions, through the support of Shelter and WASH specialists
- Coordinate with other external actors and stakeholders, including Shelter and WASH Cluster and municipal authorities and NRC consortium partners regularly
- When gaps in service provision are identified, reach out to service providers and relevant stakeholders to ensure timely intervention and response.
- Ensure that Shelter and WASH related constructions are in accordance with norms, design and standards.
- Receive referral information related to protection cases on a monthly basis from the related focal points and ensure that the referral system is functioning to the best interest of beneficiaries as per NRC referral’s procedures.
- Provide regular updates, feedback, photos and stories on field implementation, particularly those which share relevant and timely information, or which demonstrate impact of activities
- Represent NRC in relevant forums/sectors, including in meetings with donors at national level related to shelter and WASH & emergency response, and ensure transparent coordination with the humanitarian architecture, the relevant working groups and NRC consortium partners.

Specific Competencies:
- Minimum 4 years of managerial and/or technical experience in a humanitarian/recovery context
- Strong data management and Monitoring and Evaluation skills
- Strong capacity building skills
- Proficiency in AutoCAD and Microsoft Access appreciated
- Fluency in English and Arabic, both written and spoken
