Role and responsibilities

The purpose of the Shelter Cluster Information Management Officer position is to ensure the provision of updated daily data to the cluster Information Coordinator and coordination team by analyzing, verifying, and preparing reports that align with the identified needs in the Gaza Strip.

Generic responsibilities (max 10)

  1. Day to day following of progress in project implementation
  2. Ensure compliance with NRC policies CC tools, handbooks and guidelines
  3. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  4. Promote and share ideas for technical improvement
  5. Prepare periodic progress reports and other documents 
  6. Ensure capacity building of partners and transfer key skills 
  7. Promote the rights of beneficiaries in line with the advocacy strategy

Specific responsibilities 

  • Development of simple, user-friendly shelter assistance reporting formats; these reporting formats should include provision for gender disaggregation and reporting on more vulnerable groups, they should also be complementary to the information collection and reporting systems of other clusters.
  • Promotion of and training on the use of the developed reporting tools among shelter assistance providers and other stakeholders across Gaza.
  • Gathering and collation of data on shelter needs and assistance being provided in a timely and efficient manner in Gaza, including feedback and/or issues raised by the affected population.
  • Identification and reporting of any gaps in shelter assistance to the Shelter Cluster.
  • Development and implementation of methods to share this information, as well as broader information on shelter needs and solutions which the Shelter Cluster wants to develop and/or share with all concerned stakeholders and the affected population; this information may need to be made available in the local language, as well as English, to the maximum extent possible.
  • Coordination with other cluster and OCHA information officers to ensure complementarity and cross-sectoral analysis of information on the disaster response.
  • Identify and promote the localization or handover of information management services to appropriate agencies as appropriate.
  • Provide sufficient and accurate information to carry out advocacy activities including but not limited to producing regular Fact Sheets.
  • Any other tasks that may be required (within reason) to achieve the objective of this assignment.
  • Responsible for the Shelter Cluster – Palestine database and website and ensuring they are up-to-date and contain accurate data
  • Assigned Participation in relevant working groups facilitated by OCHA, including AIM, CWC and DES.

Application Instructions

Generic professional competencies for this position: 

  • Computer Science or Relevant university/college degree. 
  • Strong experience in data visualization, particularly with Power BI.
  • Proficiency in website development using any programming language (e.g., ASP.NET, C#, etc.).
  • Intermediate-level expertise in factsheet or report design.
  • At least 3 years of experience working in data management, analysis and reporting

Context related skills, knowledge and experience

  • Knowledge of the context in Palestine
  • Experience of coordination and advocacy work
  • Strong website management skills
  • Database management skills (e.g. Excel)
  • Significant understanding of complex emergencies and crisis contexts.
  • Political and cultural awareness and experience of working in difficult situations.
  • Intermediate level in English, both written and verbal 

We value reliability and organizational skills, and we are looking for someone who can communicate effectively, work well in a team, and handle pressure. Basic analytical and IT skills are also desirable.

Additional Information:

Contract duration: 12 months.

Working hours: 40 hours/week, Sun-Thu (5 days per week)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza (open to Gaza strip residents only)
