Access to physical rehabilitation services for PWDs in the WB
Planned in 1 December - 10 December 2013 (7-10 days)
1-OVERVIEW OF THE MISSION
Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations
Project background
HI has been operating in Palestine since 1996 and has developed relationship with several disability stakeholders. According to general estimations by WHO, between 7-10% of a given population would have some kind of disability; in the Palestinian Territories, this implies that the figure would be around 270 000 – 390 000 people. Regular assessments were done in order to identify needs of PWDs in oPt. The findings of the last assessment are described below:
-Lack of information of PwDs on services available and how to access it
-Lack of quality and appropriate assistive devices
-Low quality of rehabilitation services not addressing the users' needs
-Limited accessibility to rehabilitation services for PwDs
-Increased number of PwDs and deterioration of the socio-economical situation in the OPT
Project Specific Objective: Persons with disabilities can access to holistic physical rehabilitation services in the West Bank
-Expected result 1: The physical rehabilitation centres operating in the West Bank deliver holistic services.
-Expected result 2: PwDs are able to obtain a diverse range of adapted to their specific needs and affordable assistive devices (AD's)
-Expected result 3: Accessible transportation options facilitate PwDs' access to rehabilitation services
-Expected result 4 : PwDs, their families and all relevant stakeholders have information about the existing rehabilitation services
In 2010 HI with the partenership with three DPOs implemented base line survey in duration of 2 months, to measure the PWD satisfaction of PWDs regarding access to physical rehabilitation services. The survey questionnaire consists of around 60 questions with a maximum interview time of 40 - 45 minutes/informant. With almost 450 person.
This year (2013) the survey replicated, to assess the improvement in the system via measuring again the staisfaction of PWDs regarding access to physical rehabilitation services again and to see if the satisfaction increased.
2-OBJECTIVES OF CONSULTANCY
The objective of this consultancy is to analyse the data and write report on the end line Survey on “Satisfaction of PWDs in several locations of the WB towards physical rehabilitation services” Within the frame of the project “Access to physical rehabilitation services for persons with disabilities in the West Bank”.
The both qualitative and quantitative data collected and entered for 450-500 questioners by three organizations. The output of this data analysis will enable implementing organizations to figure out essential indicators about the current status of satisfaction of PWDs regarding access to physical rehabilitation services and contribute, therefore, into the efficient formulation of the future project strategy and activities.
3-Tasks/responsibilities of the consultant.
Based on correct understanding of the project purpose and expected output of the survey from the project documents and HI team, the consultant is expected to achieve the following objectives during the 7-10 days period:
-Design and build a database (SPSS) for the purpose of compile the data already entered on Excel and to transform it to SPSS) in relation with questionnaire parts (the questionnaire is around 60 multiple choice questions and data collected from 450-500 informants in 2013
-Ensuring correct linking of questions and coding (if necessary).
-Collect background information for report (desk review)
-Clean and analyze the final data and complete report writing
-Present the findings to HI and partner organizations
-work in close coordination with project team and partner staff
4-Deliverables and Timeline
-Complete report of the study after analysis of the data
-Present the findings
5-Duration of the consultancy and expected dates
The consultancy will take place during 1 December- 10 December 2013 (7-10 days).
The consultant will work in close cooperation with Project Manager
6-PROFILE OF THE CONSULTANT
Qualification of the consultant:
-At least a master’s degree in public health, social science, with quantitative training
-Experience in studies related to Persons with disability and in conducting surveys.
-High level of skills in using analytical software (Ex: SPSS)
-Excellent academic writing skills and skills in content editing.
7-Budget
Once the short listing of applicants is done, Handicap International shall contact the shortlisted applicants to provide a full proper price quote with his/her financial expectations according to the services requested fitting with the below criteria:
-Price quote shall be in English and in ILS currency.
-Prices shall be inclusive of VAT.
-Delivery timeframe & payment terms shall be clear and mentioned in the quote fitting with the start/end dates requested by Handicap International.
-Price quote shall be signed and stamped.
