General Summary
Oxfam is seeking a professional photographer with experience in visual storytelling to provide basic photography training for
partner organizations implementing Wujood project, and submit a photo collection documenting project activities, as well as
general photos of target communities as part of the project.
The Project
Wujood is an Arabic term that means existence and presence. The term is a depiction of the resilience of Jerusalems Palestinian
inhabitants who are struggling to claim their right to live in their city and preserve their Palestinian identity.
According to international law, East Jerusalem is an integral part of the Occupied Palestinian Territory. Yet, the Government of
Israel implements policies which further fragment and isolate East Jerusalem from the rest of the West Bank as well as from the
Gaza Strip. Its residents are subject to discriminatory measures on a daily basis which prevent them from accessing basic services
and leading a dignified life. This creates a coercive environment which directly threatens the right of Palestinians to stay in
Jerusalem and significantly erodes the viability of a future Palestinian State, with East Jerusalem as its capital. Through Wujood
project Oxfam is dedicated to strengthening the resilience of vulnerable Palestinian communities in East Jerusalem, until a
political solution is found to allow them to claim their rights.
Wujood- Strengthening the Rights of Vulnerable Communities in East Jerusalem is phase II of this program funded by the EU
and co-financed by Oxfam. This multi-sectoral project is implemented by 4 Palestinian organizations who are working with
Palestinian women, youth, teachers, CBOs and other members of the community. The project aims to strengthen womens
rights, emergency response, economic empowerment for women, and the identity of youth.
Program activities are taking place in some of East Jerusalems most vulnerable communities including Silwan, the Old City, Sur
Baher, Esawiyyeh, and Al- Tur. Implementing partners include: the Womens Centre for Legal Aid and Counselling (WCLAC), the
Palestinian Medical Relief Society (PMRS), and the Palestinian Counselling Centre (PCC), and the Palestinian Agriculture
Development Association (PARC).

Deliverable 1
Basic Photography Training
Overall aim
Partner organizations implementing the project strengthen their skills to document project activities through photography,
reflecting engagement of beneficiaries and the communities we work with.
By the end of the training organizations are able to use smart phones and smart tablets to take good quality photos for
publication on social media, print publications, presentations, and reporting.
Summary
Through a 2-day training combining theory and practice, organizations gain basic skills that include:
- Composition, framing, lighting, colour
- The use of basic and free photo editing software, compatible with windows and android
- Engaging the subject & capturing interesting moments
- Writing photo captions
- Labeling photos for filing.
Duration & Timeframe: The training is expected to take place for 2 consecutive days on 17 and 18 July 2017.
Deliverable 2
The photo collection
Overall aim
The photo collection is to document the participation of beneficiaries in project activities such as workshops, trainings, field
trips, and events. The collection is likewise to reflect the Palestinian identity of East Jerusalem, its culture, and neighbourhoods.
Summary
A strong stylistic approach is required to tell the stories and reflect the impact on beneficiaries, as well as reflect the context of
the communities we work with. The quality of photos should not only be limited to resolution, the photos should be powerful in
telling stories and evoking emotions. The collection is to include a variety of portraits, group photos, beauty shots, action shots
and landscape, in order to provide comprehensive coverage of the project and communities we work with.
Captions
The photographer is requested to include English captions referencing location, date, name of activity and name of subject when
possible. When applicable and relevant, the photographer is requested to collect first-hand quotes of subjects being
photographed, in Arabic and/or English.
Quantity: Around 200 good quality photos.
Cooperation:
The photographer is requested to maintain a friendly and professional attitude in all communications with Oxfam, partner
organizations, beneficiaries and all subjects being photographed.
Duration & timeframe:
A total of 8 days of field photography including editing (a full day constitutes 8 hours per day) throughout the period of 4 to 5
months. Dates for field visits will be booked in coordination with Oxfam and the photographer on a monthly basis, starting from
July 2017 until November 2017.
Copyright
Oxfam retains copyright of the photographs and may use them for example, in local and international media, Oxfam websites,
publications and promotional materials, events and exhibitions. The photographer may publish the photos upon written
approval from Oxfam, with reference to Oxfam as appropriate.

- At least 3 contactable references
Technical Offer
- A cover letter describing why you are the right fit for this consultancy, describing your photography style, skills in visual
storytelling, equipment and software needed for Deliverable 2- The Photo Collection.
- A draft plan for the photography training outlining how you plan to implement Deliverable 1-Basic Photography
Training. The plan is to include a draft training agenda, exercises, and a summary of the material to be disseminated
such as manuals and hand-outs, as well as proposal of the basic, free photo-editing software to train partners on.
Financial Offer
A detailed budget is required covering a total of 10 days of work: 2 days training, and 8 days photography & editing.
The maximum budgeted amount for this consultancy is 2,200 EURO including VAT. This includes all expenses such as
transportation, use of equipment etc. The amount includes any taxes which may apply. Oxfam will not issue any additional
expenses or reimbursements. Expenses for the training such as refreshments and venue booking will be covered by Oxfam.
Service requirements
Individual consultants and private companies are eligible to apply, subject to the availability of official documents of registration
in the country/state where located, as follows:
A. Companies/ individuals registered under the Palestinian Authority (PA) are required to submit a zero VAT invoice.
B. Companies/ individuals registered under the Israeli authorities are required to submit an official tax invoice.
Award Criteria
Applicants will be considered after review of submitted applications as specified above. The consultancy contract will be
awarded to the strongest application. Other areas to be considered include:
- Years of experience
- Availability of needed equipment and software
- Depth of knowledge of the East Jerusalem context
- English and Arabic language skills
- Flexibility to work on weekends as well as weekdays
- Ability to enter and work in East Jerusalem
Payment
A payment plan will be developed upon consultation and agreement with the selected photographer prior to signing the service
contract. Payment instalments will be issued upon receipt of deliverables as agreed between Oxfam and the selected candidate
and after submitting an official invoice (VAT or zero VAT invoice).
