TERMS OF REFERENCE

Local sign language interpreter for trainings, meetings, workshops, and field visits activities

1-CONTEXT

Handicap International (HI) is an independent international aid organisation working in situations of poverty and exclusion, conflict and disaster, working alongside persons with disabilities and other vulnerable groups. Handicap International is active in occupied Palestinian territory since 1996; HI gives the priority to the development of capacities of disable person's organizations at local, national, and regional level. HI aims at developing the mechanisms and capacities to enhance access to services and supporting initiatives to remove barriers and enhancing inclusiveness of the community development process. In addition to that HI gives priority to emergency response through development of capacities and contingency plans with relevant partners for a quick reaction in case a crisis occurs.

Toward a sustainable change for persons with disabilities, the project is going to reach hundreds of persons with disabilities, their families, and their organizations through conducting meeting, workshops, and training. As raising awareness, and capacity building are the main major components in the project, to enable persons with disabilities to advocate for their rights.

The project activities are targeting persons with disabilities, their families, and their organizations. Persons with hearing impairments will attend the project activities (workshops, training, meetings, and field visits); sign language will be the main communication channels with them.

2-DESCRIPTION OF THE REQUIRED SERVICE PROVISION

-The sign language interpreter will work with HI staff to assist trainers and facilitators in interpretation from speech language to sign language and vice versa during the various project activities, so participant with hearing impairments can understand well the content of the training.
-The sign language interpreter services is needed during the following activities:
-Initial Workshop gathering DSP, I/LNGO, DPOs, PwDs activist for 2 days
-Training on the rights of persons with disabilities (10 training days)
-Training of trainers for the core group of PwDs activist members or not of DPOs trained in (5 training days)
-Organisation of 5 training sessions provided across the Gaza strip, targeting PwDs activist members or of DPOs (5 days per training/governorate)
-5 days training of PwDs activists members or of DPOs on local awareness and advocacy initiatives
-Technical Support meetings gathering all governorates to exchange and coordinate on initiatives
-Workshop on analysis of local awareness and advocacy practices and lessons learned

 
3-CONSULTANT’S PROFILE
-Fluent in sign language
-Willingness to travel to the field
-Excellent communication skills
-Good organizational skills
-Ability to work under pressure and within a team
-Ability to handle multiple assignments and meet deadlines.
-Positive, innovative, inspirational and problem solving attitude

4-SERVICE DURATION AND LOCATION

-The Service provision contract with the Sign Language Interpreter Starts on the 01st September 2012  and ends the 30th September 2013

 
5-WORK SCHEDULE

-According to the following timetable, the sign language interpreter is going to provide his services during  the following activities
-According to the context of such project, activities and working hours may change according to its situation, at least 2 weeks notification will be presented to the sign language interpreter by HI field assistant.

Mid of Dec. 2012

  • Organisation of 5 training sessions provided across the Gaza strip, targeting PwDs activist members or of DPOs (5 days per training/governorate)

Feb. 2013

  • 5 days training of PwDs activists members or of DPOs on local awareness and advocacy initiatives

3rd week of March 2013

  • Technical Support meetings for approximately 5 local awareness or advocacy initiatives at  community level (1 per governorate)

April, May, and June 2013

  • Workshop on analysis of local awareness and advocacy practices and lessons learned

1st week of Sep. 2013

 

 
6-REPORT
-Not required

7-RESOURCE PERSON

- Within the framework of the service provision, the sign language interpreter will be asked to collaborate with Handicap International’s teams and in particular with the field Assistant who will be the point of contact.

8-BUDGET

Once the short listing of applicants is done, Handicap International shall contact the shortlisted applicants to provide a full proper price quote with his/her financial expectations according to the services requested fitting with the below criteria:

-Price quote shall be in English and in ILS currency.
-Prices shall be inclusive of VAT.
-Delivery timeframe & payment terms shall be clear and mentioned in the quote fitting with the start/end dates requested by Handicap International.
-Price quote shall be signed and stamped.
