Single-Use Plastic Regulation Bylaw Consultant for Project CDSWMP-III

Project Background:

“Project for Technical Assistance in Solid Waste Management in Palestine Phase-III (CDSWMP-III)” is a Technical Cooperation Project organized by Japan International Cooperation Agency (JICA) for supporting capacity development of Ministry of Local Government (MoLG) and relevant authority in solid waste management policies, standards, guidelines and plans which will be applied across Joint Service Councils (JSCs) in West Bank and all over Palestine.

This consultancy seeks to address the need for developing a regulation for “Single Use Plastic” in Palestine. The purpose of the regulation is to contribute toward waste minimization.

Objectives & Scope of Work:

• Review current studies regarding the situation of plastic waste management and recycling.
• Prepare an Institutional design for regulating the use of single-use plastic.
• Develop a draft bylaw regarding a regulation for the use of single-use plastic in Palestine through a cooperation between relevant agencies.
• Conduct seminars and workshops with stakeholders.

Qualifications and Experience:

The candidate must meet the following qualifications as minimum:

• Advanced university degree in Environmental Sciences, or related field.
• Minimum 5 years of experience working in the field of environmental management.
• Proven knowledge of Waste Management policies and waste management strategy in Palestine.
• Highly developed analytical and conceptual skills and ability.
• Experience in data collection and analysis, preparation of reports and recommendations needed to develop future plans.
• Good Knowledge of environmental laws, guidelines, regulations and standards followed in Palestine.
• Good Knowledge of solid waste management fundamentals and environmental issues related to solid waste in general and waste reduction techniques in specific.
• Excellent communication & reporting skills in Arabic and English.
• Advanced computer applications, including MS Office applications and related engineering software.
• Excellent good communication skills, particularly for working with governmental bodies, and community members.
• Proven ability to negotiate/interact with senior level government officials.
• Be highly committed, able to work with a team spirit, under pressure and meet deadlines.

The RFP includes Instruction to Consultants, Technical Proposal Forms, Financial Proposal Forms, Terms of Reference, and Draft Standard Form of Contract.

Prices should be in US dollars and must be valid up to 30 days after the submission date.

RFP Documents can be requested by email ([email protected]), please include Single-Use Plastic Regulation Consultant in the subject line when emailing your request for the RFP Documents.

RFP Documents should be filled by the applicants, and Sealed Bids must be delivered to the Ministry of Local Government in Ramallah at the below-mentioned address on 31 August 2023 before 12:00 pm.

JICA and MoLG reserve the right to reject all bids, and decide not to pursue this procurement. JICA and MoLG are not obliged to procure the lowest priced offer, when the lowest price does not offer the best overall value, all other factors considered.
