Job Description

Global Communities (formerly CHF) is implementing a five-year, Local government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank to support the implementation of this program; Global Communities is seeking qualified candidates to assume the following position:

Site Engineers


Duration of contract: (6) months, with possibility of extension up to (18) months.
Global Communities is seeking number of highly qualified site engineers to supervise projects across the West Bank (Ramallah, Nablus, and Hebron).

Responsibilities:
The Site Engineers will be assigned to work on project sites and will be responsible for the following:
-The day to day construction activities subject to specific project’s needs.
-Ensure the quality of work, site safety and compliance with all rules and regulations.
-Work closely with the Projects Engineers at all stages of the project cycle, assisting in pre-bid meetings, addressing bidders’ questions, and documenting pre-bid, site possession, and construction meetings.
-Support the project site engineers assigned by the contractor’s and community partners’ directly on all technical and logistical issues and will train them on all construction’s forms used by Global Communities. In addition to monitoring the safety standards and the safety plans ensuring the contractor compliance.
-Approve the environmental standards of the contractor’s work. In addition, the Site Engineers are required to follow Global Communities systems and procedures, ensuring completion of forms and necessary submittals as required and in a timely manner.
-Approve the Implementation Plans/Timelines for each project ensuring the Contactors full adherence, making necessary adjustments to the schedule particularly if a critical activity is delayed.
-Check and confirm the daily reports submitted by the Contractors, responsible for the reporting and documentation of all daily work/activities.
-The Site Engineers will assist the Projects Engineers in ensuring the timely and quality completion of the portfolio of the projects being implemented,
-Site Engineers shall check, verify and approve contractor’s measurement’s sheet for all completed items during project implementation cycle working closely with the partner engineers.

Key qualifications:
-Bachelor’s degree in civil engineering, a minimum of five years of experience working on site supervision for buildings and/or other infrastructure projects;
-Prior experience working with USAID or other International donor-funded infrastructure projects, preferred;
-Reports writing skills in English and Arabic preferred;
-Demonstrated ability to work collaboratively with Local Authorities, community members and groups during different project phases. Awareness of community participation approaches in planning, implementation and monitoring, preferred;
-Computer skills in MS office, AutoCAD, MS Project and/or Primavera;
-Specialized technical expertise (water/sanitation, roads, electricity, etc) as required for specific projects;
-Ability to work under pressure and willingness to work in various localities in region assigned;
-Registered with the Engineers Association and has a valid driving license.
