What we are looking for

Project management experience from a humanitarian/ recovery context with technical Site Management or Camp Coordination and Camp Management expertise. Previous Emergency response experience is required for this position.

Experience managing a complex Site Management programme including implementation, programme development, fundraising and budget development.

Understanding and experience in cluster/refugee coordination mechanisms as well as rights and protection issues of target populations.

Experience from working in complex and volatile contexts with resilience capacity in a high risk environment and knowledgeable about the context in Gaza. Experience working in Palestine is an advantage.

Experience in management and supervision of staff with strong interpersonal skills with flexibility to deal with drastic changes and agility to adapt and make shifts.

What you will do

The purpose of the Project Manager Site Management is to implement Site Management programming in Gaza. The current Site Management programme is a community-based approach to target IDPs living in displacement sites. The aim is to integrate area-based approaches as the context develops. The Site Management sector falls under, and aligns with the strategy and technical support lines, of NRC’s Protection from Violence (PfV) core competency.

Key responsibilities;

  • Provide leadership, supervision, and technical support for project staff, ensuring clear roles and responsibilities, accountability and professional growth.
  • Ensure adherence to NRC policies, guidance, and procedures, adapting them to the operational realities in Gaza while maintaining compliance and accountability.
  • Contribute to the development of Country, Area, and PfV strategies, ensuring coordination and complementarity with other NRC core competencies and humanitarian actors.
  • Coordinate and oversee Site Management project implementation, ensuring activities, budget and project documentation are in line with proposals, strategies and donor requirements.
  • Develop and oversee the implementation of Standard Operating Procedures (SOPs) for Site Management activities in Gaza, ensuring they are context-specific, practical, and adaptable to the evolving displacement situation. 
  • Ensure technical quality and innovation in project design and implementation, promoting community participation, accountability and evidence-based approaches.
  • Provide regular and analytical progress reports to the Area Manager and the PfV Specialist, highlighting achievements, challenges and lessons learned.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to enhance protection outcomes through needs assessments and participatory approaches.
  • Ensure capacity building of project staff and local stakeholders through structured trainings, coaching and knowledge sharing initiatives.
  • Liaise and collaborate with relevant local authorities, community representatives, humanitarian clusters, and key stakeholders to strengthen coordination and response mechanisms.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy, ensuring that field realities inform advocacy efforts at local, national and international levels.

Job Requirements

What you will bring

  • Minimum 3 years’ experience from a management position in a humanitarian/ recovery context with Technical Site Management expertise or Camp Coordination and Camp Management expertise. 
  • Previous Emergency response experience is required for this position.
  • Experience managing a complex Site Management programme including implementation, programme development, fundraising and budget development.
  • Excellent understanding of key technical standards (IASC, protection mainstreaming, IHL, gender and humanitarian principles, Site Management, UDOC, donor markers on gender and disability, etc.) and a demonstrated ability to integrate them into programming.  
  • Understanding of cluster/refugee coordination mechanisms as well as rights and protection issues of target populations. 
  • Experience participating in relevant coordination mechanisms would be an advantage as well as experience in close coordination and liaison with local authorities.
  • Experience from working in complex and volatile contexts with resilience capacity in a high risk environment and knowledgeable about the context in Gaza. Experience working in Palestine is an advantage.
  • Experience in management and supervision of staff with strong interpersonal skills with flexibility to deal with drastic changes and agility to adapt and make shifts 
  • Good ability to use Word, Excel, Outlook, PowerBI, etc. required.
  • Fluency in English, both written and verbal, Arabic is an added advantage.

What we offer:

  • Duty station: Gaza, Palestine. Due to access challenges duty station might temporarily be from Jerusalem or Amman.
  • Contract: 6 months (Fixed-term contract renewal based on performance, funds availability and need for the position)
  • Travel: Minimum of 10% 
  • Salary/benefits: Grade 8 on NRC’s salary scale, with accompanying terms and conditions
