Overview of position

Since 2014, our Client has implemented the Materials Monitoring Unit (MMU) project in Gaza, providing monitoring of ‘dual-use’ materials for the governments of Palestine and Israel under the temporary Gaza Reconstruction Mechanism (GRM). UNOPS now seeks to establish a Programme Management Unit (PMU) to provide enhanced project management capacity in Gaza, including the continuing facilitation of access to ‘dual-use’ materials through the MMU, as well as other coordination activities relevant to the implementation of a series of infrastructure and other projects to response to urgent humanitarian needs.

Role objectives

Under the direct supervision of the ICT Associate, the incumbent is required to assist in the ongoing development and support of the GRAMMS platform and other software within the PMU portfolio. The incumbent will be required to use technologies like .NET/C#, T-SQL, JavaScript, HTML5, CSS and other. The team has extremely high focus on quality, innovation and creativity and the incumbent will be expected to actively participate in knowledge sharing and seeking new ways to improve the existing systems.

Project reporting

Provide daily status updates on the assigned tasks to ICT Associate

Key competencies

• Intimate knowledge of web technologies (HTTP, HTML, CSS, javascript)
• Experience with any modern Object Oriented Programming Language such as C#, Java, C++, Python (we primarily use C#)
• Experience with any relational database system and SQL with good understanding of query performance optimization and database normalization.
• Good understanding of what makes good quality code and what is a code smell.
• Experience with git is a plus.
• Experience in networking, including setting up and supporting office IT infrastructure (i.e. - configuring Active Directory, fixing printer issues, resolving internet connectivity issues, etc) is a plus.
• Good communication skill (spoken and written) in both Arabic and English.
• Creativity.
• Friendly and willing to help others.
• Personal interest, commitment, efficiency, flexibility and willingness to work in a highly motivated team of professionals.
• Able to work efficiently with minimal direction.
• Integrity and strong work ethics, prepared to work additional hours to ensure timely delivery of project objectives.

Be an active member of the team operating under SCRUM methodology.
Actively participate in knowledge sharing and brainstorming sessions with the team.
Provide on-site IT support to our office staff (e.g. - fix internet connectivity issues, etc).

Job Requirements

Qualification Bachelor's degree in Bachelor’s degree or higher in Computer Science, Computer Engineering or other relevant discipline.

Sector experience Minimum of 3 years of demonstrable relevant Database Management experience.

Geographical experience Minimum of 3 year of experience in Middle East (essential).

Language Fluency in English is essential.
