Special Initiatives Officer
Global Communities (formerly CHF) is implementing a five-year, Local government and
Infrastructure (LGI) program in the West Bank with funding from the United States Agency for
International development (USAID). The overall goal of the Local Government and Infrastructure
Program (LGI) is to promote an enabling environment for good local governance and provide the
basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in
the West Bank to support the implementation of this program, Global Communities is seeking
qualified candidate to assume the following position:
Special Initiatives Officer
Location: Ramallah, West Bank
Duration: Duration of contract (12) months, with possibility of extension up to September 2015
Responsibilities: The Special Initiatives Officer will be responsible for the following:
-Manage sub-awards and follow-up on daily implementation of the Engineering Fellows
program and the green building awareness workshops, conferences, and events. For more

-Follow-up with sub-grantees/sub-contractors on the design of training programs and
administrative tasks related to the sub-award activities.
-Coordinate internally with Global Communities engineers and staff to ensure smooth
implementation of the Engineering Fellows program.
-Organize technical workshops and conferences related to green building to increase
knowledge in and awareness of the field and manage technical inputs from service
providers for workshops/conferences.
-Support education initiatives related to the green building component, including school and
youth initiatives that are coordinated, when necessary, with the Ministry of Education or
Youth Local Councils established by Global Communities in several communities.
-Support the implementation of the capacity building components targeting associations
working in the construction sector.
-Produce technical materials, including case studies, reports, and briefs focused on
innovations and best practices particularly in green building field and environmental
awareness.
-Provide content related to green building and environmental themes for the organization’s
Facebook page and website.
-Capture program’s contributions to green building and document lessons learned and apply
them in program implementation cycle.
-Coordinate with Global Communities US based headquarters on international
environmentally themed activities.
-Provide technical support in green building as required. Other duties as assigned.
Key Qualifications:
-Bachelor’s degree in Engineering/Architecture, Master’s degree preferred in
environmental engineering or international development. At least five years’ work
experience in international development, youth empowerment programming, and/or
engineering. Prior work with USAID projects preferred.
-Experience designing and managing training/capacity building programs related to
construction/infrastructure, and particularly programming targeting youth capacity
building and leadership.
-Good understanding of green building concepts and best practices.
-Good understanding of institutional development concepts. Has a sense of creativity and
ability to link ideas together to result in programmatic innovations.
-Ability to write fluently in Arabic and English.
-Prior sub-award management experience is required (under a USAID program is
preferred).
-Ability to multi-task and produce under tight deadlines maintaining quality and
responsiveness.
