Background
The underlying purpose of the project is to provide institutional development and capacity- building to strengthen the State Audit and Administrative Control Bureau of Palestine. The project is working with the Bureau to help it achieve full INTOSAI compliance, so that SAACB takes its place as the core element of public financial management within the Palestinian National Authority
Description of the Position for Specialised Trainer--Auditing Frauds
Specific Objectives of the Assignment
The target group of this training is auditors and audit managers who already have good auditing skills and awareness about INTOSAI auditing guidelines. This focussed training will benefit the trainees to be more aware of various types of fraud—individual and institutional-
in public procurement, contract management, salary administration, asset management etc. Frauds are sought to be camouflaged in Financial Statements and evidentiary documents. So auditors run the risk of not uncovering these and this audit risk has to be minimized in public sector audit. The training will enable the participants to hone the professional scepticism and be vigilant during the audit process. Fraud Prevention is an enshrined INTOSAI objective.
The training will present case studies, PNA legislations and SAACB mandate for fraud audit. The training will provide an in-depth understanding of fraud, cheating, bribery etc and the auditors’ duties, responsibilities and mitigation measures within the national legal framework
Expected Results
It is expected that the auditors who are trained will have a broad spectrum view of potential frauds and plan suitable risk mitigation measures.
Experience of the Expert
-University degree in Accountancy or Business Administration
-Professional qualification in investigative audit
-Ten years’ experience in auditing for frauds in public sector
-Knowledge about PNA legislation on anti corruption, procurement etc
-Membership of the international institution of Fraud Auditors
-Proven ability in development of training courses and material
-Knowledge of public financial management and INTOSAI guidelines
