Qatar Charity (QC) is an international non-government organization that has been operating in Palestine since 1996. 1-GENERAL INFORMATION

2-DESCRIPTION OF DUTIES

Under the direct supervision of the  (SPC) Sponsorship Program Coordinator; the Sponsorship Program Field Officer (SPF officer) will support the implementation of an orphan, family in hardship cases and people with special needs Cash assistance program in the West Bank.

3-MAIN TASKS AND RESPONSIBILITIES

1-Implementation
  • Participates in planning and implementation of program activities related to the selection of beneficiaries, household surveys, base line studies, training and other related interviews with beneficiaries,
  • Support in procurement of goods and services in the preparation of procedures, tenders, quotations, and other duties, under the supervision of SPC,
  • Provides technical assistance to QC beneficiaries on social matters,
  • Participates in data collection for monitoring & evaluation of results and objectives,
  • Participates in writing of project extension or amendments if needed, in collaboration and coordination with the SPC.

2-Project identification, design and evaluation
  • Participates in the design and implementation of assessments, surveys or any other project identification study in collaboration and coordination with the SPC,
  • Participates in the design of Sponsorship program problem statements, concept papers and projects in collaboration and coordination with SPC,
  • Participates in permanent information gathering from other NGOs, institutions, local authorities and other key actors about the local social welfare and poverty situation

3-QC strategy
  • Participates in the design and implementation of QC sponsorship program in the context of social welfare and poverty alleviation strategy in coordination with other team members, SPC, and Country Director.

4-Budgetary Management
  • Prepares the expenses forecast based on program activities implementation needs and send it in timely manner to SPC and office accountant,
  • Prepares monthly expenses follow-up,
  • Prepare program related payments and submit in timely manner to SPC,
  • Participates in budget preparation of proposals.

5-External relations
  • Maintains and cultivates relationships at technical level with local authorities, counterparts, beneficiaries and other external actors related to QC sponsorship program activities,
  • Attends local meetings or program related community meetings.

 
6. REPORTING
  • Participates in writing of any technical documents related to the implementation of the program activities (terms of reference, technical studies or surveys, tender reports and announcements, technical evaluation and final reports, etc.),
  • Writes internal monthly technical report to be sent to the SPC,
  • Participates in writing the interim and final reports for donors,
  • Writes minutes with conclusions, recommendations and action points resulting from meetings or field visits
  • Writes a weekly planning report.

7-Other duties
  • Translation work if needed
  • Those duties that are inherent to the position and requested according to the QC needs and context

4-QUALIFICATIONS NEEDED FOR THIS POSITION
 
  • BA degree in Social Sciences or other relevant field,
  • At least 3 years of practical experience in relevant areas,
  • Strong interpersonal skills and ability to work within a team,
  • Ability to work with vulnerable groups; such as orphans and people with special needs,
  • Excellent knowledge in computer skills, in particular: Excel and Database programs,
  • Ability to write reports in both: Arabic and English languages,
  • Good organizational and analytical skills,
  • The ability and desire to work independently in remote areas,
  • Ability to work under pressure and within strict time,
  • Ability to speak and communicate in front of large groups,
  • Good knowledge of English language
  • A valid driving license.
