Child Friendly Community Centers (CFCCs)-Staff Training Consultant

Purpose:
The purpose of these Terms of Reference (TOR) is to describe the tasks and responsibilities of a consultant needed to assist CRS-JWBG staff, partners, and volunteers to start implementation of Child Friendly Community Centers (CFCCs). Catholic Relief Services (CRS) seeks one consultant to design and lead CFCC curriculum development and ongoing training and mentorship.

Background:
In assessments, focus group discussions, key informant interviews, and community surveys, the constant refrain from Gaza residents is for support that is sustainable, resilient, and that empowers instead of creating dependency. Based on this clear, consistent feedback, decades of practical on the ground experience in Gaza, and building off of the successful humanitarian response to the Gaza war of 2014, Caritas Germany and cooperating partner Catholic Relief Services Jerusalem, West Bank & Gaza have designed the Early Recovery for Lasting Resilience (ERLR). In an environment of near constant stress and with recurring shocks, the project aims to build the resilience of Gazan families through two major activities: 1) Savings and Internal Lending Communities (SILC groups) to help adults, mostly women, build their social and financial capital and 2) Child-Friendly Community Centers (CFCCs) to help children develop greater psycho-social resilience and wellbeing, while also providing youth with internships to increase their future employability.

The project will be implemented in the Gaza and Middle governorates of the Gaza Strip, with a particular focus on border communities which have been particularly hard-hit by the three most recent conflicts. While the current security situation is stable, wars have become a cyclical event in Gaza and it is realistic to expect that in the next four years, there may be another armed conflict. There is also a risk of winter floods, which have been a regular occurrence since 2013. While these risks have the potential to disrupt program implementation, during the past 25 years of operating in Gaza, CRS has managed a range of security and logistical challenges and risks, consistently meeting or exceeding performance targets. Indeed, these ongoing security risks underscore the dire need for resilience-building in Gaza.

The project is fully in-line with the Palestinian National Development Plan (2014-2016), which states that all humanitarian aid should be geared towards creating an enabling environment for development and should promote transition from dependency to self-reliance by investing in economic empowerment and providing capacity building to poor and vulnerable households.
Eight Child-Friendly Community Centers (CFCCs) will target border communities in Gaza and Middle governorates, and will include target several groups of beneficiaries, including children, youth, and
parents. Children ages 6-16 will be targeted to attend activities at CFCCs, with an even split between boys and girls. While OCHA assessments immediately after the war noted that all children were deeply affected and in need of psycho-social support, children meeting the following criteria will be prioritized for participation initially:

- Children who were most affected by the 2014 war (home destroyed or severely damaged, displaced for long periods of time, family member wounded or killed)
- Socio-economic status of the family
- Children with disabilities
- Children referred by mental health service providers
- Children living within a 20-minute walk from the CFCC
- Children who are out of school or working

These centers will offer a wide range of extracurricular activities to children from different geographical locations in a safe and supervised play space that will also provide psychosocial support services and academic enrichment activities to neighborhood children. Broadly, the purpose of CFCC is to support the resilience and well‐being of children and young people through community-organized, structured activities conducted in a safe, child-friendly, and stimulating environment. Program participants will be children aged between 6 and 16 years from both genders and different locations of the Gaza Strip. Parents of children attending CFCCs will be invited to attend caregiver sessions with the purpose of teaching parents how to manage their own stress and help their children recover from shocks such as violent conflict.
