Job Description
The Canadian Representative Office in Ramallah is seeking to hire a qualified candidate for the position of Stabilization and Reconstruction Task Force (START) Programme Officer. Under the general supervision of the Counsellor (Political), and the operational guidance of the Deputy Director, Africa-Middle East, of START’s programming division (IRG), the START Programme Officer
is responsible for the identification, recommendation, development, delivery and monitoring of Global Peace and Security Fund (GPSF) projects in the Occupied Territories (West Bank and Gaza) in accordance with the START Middle East Peace Program (MEPP) strategic plan and Canada’s foreign policy objectives in the region; contributes to the strategic planning and development of START programming for the region; reviews and reports on local developments relevant to START programming; supports the organisation of official visits to the Occupied Territories by Canadian officials relevant to START programming and performs other duties as required.
Essential Qualifications:
Education:
University degree in political science, international relations, international development, project management or related field.
Experience:
3-4 years of experience in an NGO, INGO, international or governmental organisation in a relevant field. Previous experience working in a diplomatic mission would be an asset.
Languages:
Proficiency in English (spoken, written) and Arabic (spoken, written). Skills will be tested. French (spoken only) would be an asset.
Other:
Demonstrated ability to: analyze and develop proposals for funding, summary narrative and financial reports; manage budgets; monitor and evaluate results and impact; coordinate and liaise with diverse stakeholders; and build consensus.
Excellent computer skills in Windows environment. Must include Word and
Excel, as well as skills in database management and record keeping.
Conditions of Employment:
Ability to obtain and maintain a Government of Canada Enhanced Reliability
Security Clearance;
Legal ability to work in Israel and travel throughout Israel, the West Bank and Gaza;
Ability to work overtime, sometimes on short notice.
