Strategic Networking Officer in Rural Development
Strategic Networking Officer in Rural Development
Reports to: Country director
Work station: Country Office in Ramallah
Objectives of the position: Contribute to a strengthened strategic direction of the Palestine Programme and thematic expertise in Rural Development.
General role:
• Adhere to We Effects principles and values;
• Promote the development of a rights based approach within We Effect and together with partner organisations;
• Actively contribute to the strengthening and improvement of our work, added value and synergies with and between partner organisations and other relevant actors;
• Actively contribute to the development of the team. Communicate challenges, contribute to conflict resolution and promote transparency and accountability;
• Develop and implement an annual work plan according to the format provided by the country office;
• Carry out any other duties as requested by management.
Main responsibilities:
• Support Country Director and Programme Coordinator in development of a country strategy for Palestine including a funding strategy and take lead in development of a work plan for resource mobilization and strategic networking within Rural Development;
• Monitor and identify funding opportunities for We Effect;
• Lead and coordinate engagement activities with prioritised donors.
• Support and promote the development of strategic alliances and networks with like-minded organisations, donor organisations and other strategic actors;
• On request of Country Director, represent We Effect at relevant stakeholder meetings and networks with the purpose of increasing the visibility and relevance of We Effect in Palestine.
• In areas of expertise within rural development, and in close collaboration with the Programme Coordinator provide support to partner organisations and/or projects for technical advice.
• Keep up to date of national regional and international developments in the strategic programme area.
• Support systems and routines development;
• Lead and support the Country Office team in the development of funding proposals;
• Coordinate and identify needs for information material and targeted donor communication;
• Evaluate and systematically document the experiences and lessons learnt.
• Within area of responsibility offer strategic support to the development programme in Palestine.

Job Requirements
Required qualifications for the position
• Academic degree in relevant field;
• Technical expertise in Rural Development and/or Cooperative Development and/or Environment, Climate Change and Resilience (ECCR).
• Minimum of 10 years of work experience in civil society organisations and/or international development cooperation in positions;
• Experience in strategy development and resource mobilisation for international development cooperation, development of funding proposals and good negotiation skills;
• Experience of preparing EU proposals.
• Strong analytical, conceptual and communication skills, works well in a team, excellent deadline management and ease to work towards set goals;
• Good knowledge of international relations, EU development policy and international development cooperation;
• Excellent English skills, both spoken and in writing;
• Proficient computer skills;
• Available to work full time;
• Driver’s license; and
• Able and willing to travel when required.
