Job Description

Global Communities (formerly CHF) is implementing a five-year, Local government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank to support the implementation of this program, Global Communities is seeking qualified candidate to assume the following position:

Structural Engineer


Location: Ramallah/Al-Bireh
Duration: One Year Contract

Responsibilities:
S/he will be responsible for: with other team members technical assessments of approved infrastructure projects: reviewing designs of infrastructure projects, ensuring that structural designs are accurate and comprehensive, including all necessary elements inclusive of seismic performance for new buildings and any need for retrofitting to upgrade existing buildings, and that BOQs are prepared in accordance with the designs. Will also visit projects under implementation for quality control purposes
S/he will be responsible for ensuring quality of all structural designs in coordination with LGI partners and accuracy of tender documents in preparation for tendering, including any structural calculations and reports needed.
S/he and other Design Review Unit Team members working with the Projects Engineers will provide technical support prior to design commencement to LGI partners.
S/he will focus on using appropriate design techniques, compliance with disability requirements, environmental regulations, seismic performance and other loads that may affect the structure including wind and snow and innovative solutions for design challenges emerging, plus have creative ideas to ensure USAID funded and Global Communities implemented projects are distinguished and meet international standards and codes.
S/he will ensure projects are safe, according to the standards and norms of design, functional and operational, ensuring inclusion of all necessary elements (based on needs of targeted communities and project site location) aiming to prevent any potential change and variation orders. S/he will participate in the development of tender packages and in the mobilization of the winning contractor. S/he will be a member of the assessment/reassessment for seismic performance/retrofitting team of the projects and in the initial steps required before launching the design. S/he will prepare a comprehensive check list for the design requirements covering the standards and considering the type of the project and owner requirements.
Provide field technical support during the construction period if required.
Report on work production and projects status and as required. Ensuring effective planning and the quality and timely delivery of his/her work plan.

Key qualifications:
Bachelor’s degree in civil engineering (preferably with focus on structural); a minimum of seven years of experience working in design or design review for a wide range of infrastructure projects; background and knowledge in seismic performance and retrofitting; knowledge of international design codes; site management experience, a plus; prior experience working with USAID or other international donor-funded infrastructure projects, preferred; reporting writing skills in English and Arabic; demonstrated ability to work collaboratively with Local Authorities, community members and groups during different project phases. Awareness of community participation approaches in planning, implementation and monitoring, preferred; computer skills in MS office, SAP or any other relevant structural analysis and design software, AutoCAD, MS Project and/or Primavera; ability to work under pressure and when necessary outside formal working hours, plus willingness to travel frequently to various localities in the West Bank;  and registered with the Engineers Association and has a valid driving license.
