Subgrants Officer – Full time

NDI has been present in the Palestinian Territories since 1994, working with Palestinian political parties, civil society organizations, activists, universities, and youth on a variety of issues including advocacy campaigns, message development, political outreach, and the inclusion of women and youth in the political process and decision-making.

NDI West Bank & Gaza is seeking a full-time Subgrants Officer to work closely with the Program, Finance, and Administrative teams, under the supervision of the Financial & Administrative Manager. The position will be based in Ramallah.

Job Requirements

Responsibilities:

  • Assist subgrantees (potential and existing) with budget preparation, modification requests, and use of budget monitoring tools, including providing training and coaching
  • Monitor beneficiary expenditures and reconcile with approved budgets, in addition to reporting to NDI’s programmatic teams as well as NDI’s headquarters
  • Monitor subgrantees as to the accuracy of financial information and safeguards to eliminate fraud
  • Routinely monitor financial reports for unusual activities, transactions, and investigate anomalies or unusual transactions
  • Review monthly financial reports and supporting documents of beneficiaries to ensure compliance
  • Maintain direct contact with NDI subgrantees to avoid irregularities or problems related to financial related programs
  • Visit NDI beneficiary offices frequently to provide face to face support for financial matters and compliance, review key transactions.
  • Provide guidelines to partners during USAID Mandatory Audits
  • Perform other related duties as assigned by the Senior Resident Director and the Financial & Administrative Manager

Qualifications/Person Specification:

  • Bachelor's degree in public administration, business administration, finance, accounting, or similar field 
  • 3-5 years office experience in managing grants, sub-grants, and/or similar financial work related to beneficiary management and funding management; USAID grant experience a plus
  • Proven writing skills that enable the development of clear and accurate reports and documents
  • Ability to work independently and in a team
  • Excellent communication skills, organizational abilities, and attention to detail
  • Proficiency with Google Suite and Microsoft Office (Word, Excel)
  • Comfort learning and working with new software/databases
  • Knowledge of OMB 2 CFR 200, Subpart E-Cost Principles (former A-122) preferred
  • Experience with the USAID specific audits preferred
  • Fluency in Arabic and English (an understanding of Hebrew a plus).
  • Ability to freely work and travel to throughout the West Bank required. Ability to work and travel to Jerusalem (and potentially Gaza, should conditions allow) preferred, but not required.
