The IRC launched an emergency response in oPt in 2023, responding to the catastrophic humanitarian situation in Gaza. Prior to October 7th, in June 2023, we conducted a scoping mission to oPt, in the West Bank, and subsequently developed a strategic plan to initiate programming in the West Bank. Since then, and in the context of catastrophic fighting and renewed violence, the IRC has initiated an emergency response in Gaza and developed a response plan with partners which includes Gaza and the West Bank. Implementing a diverse, integrated program of health, protection, cash, and scaling up in WASH and nutrition, these programs prioritize local partnerships with both public institutions and civil society, and span emergency, humanitarian, recovery, and development modalities, while serving vulnerable Palestinians in oPt.
Job Overview
Reporting to Senior SC Officer Gaza, the Supply Chain Assistant is responsible to ensure that all logistics activities and procurements are done on a timely basis without compromising known IRC standards. The position holder will procure Program supplies, services, and equipment whilst ensuring good practices and maintaining audit-compliant records. You will ensure that all purchases of goods and services are made transparently, at the best available price, and in compliance with IRC and Donor procurement policy and procedures. The Supply Chain Assistant will work closely with all sectors to implement planned activities accordingly.
Responsibilities:
Procurement
• Co-facilitate with the focal point in the Gaza field office for national and int’l procurement requests received and their review.
• Liaise with the Sr. SC Officer regarding procurements and ensure implementation of recommendations
• Co-facilitate regular market surveys and maintain an up-to-date supplier database with key supplier information.
• Ensure procurement is carried out according to IRC and donor-specific policies and procedures.
• Procure all necessary items for programs, offices, and residences under the supervision of Sr. SC officer.
• Ensure that all materials purchased are of appropriate quality and price and are timely delivered.
• Generate all required procurement documentation and impeccably maintain records and files.
• Process approved Purchase requisitions through the procurement software, ensuring data accuracy.
• Support the preparation of bid analysis and other bidding documents for approval.
• Assist program staff with raising purchase requests (PRs) and provide price estimations of goods requested.
• Support updating relevant staff about the status of their requests and delivery and maintain regular contact with the supervisor on matters of procurement when requested.
• Support the coordination with the Finance Department to make sure the payments are delivered to the suppliers when requested.
• Maintain an updated Purchase Request Tracking Sheet (PRTS) regularly.
• Maintain a complete filing system for all procurement-related documents according to IRC Procurement SOP.
• Establishing and maintaining good professional working relationships with suppliers, contractors, and inspection companies whilst strictly adhering to IRC’s anti-corruption guidelines and IRC’s code of conduct.
Supply Chain
• Support SC Gaza field office focal point in all SC functions, including warehousing, transportation, assets management, etc., in the field office.
• Co-organize the office to meet department needs.
• Assist when needed in managing and processing travel requests (nationally).
• Review and verify bills received for the office, including utilities, maintenance, provision of standard supplies, new furniture or equipment, and prepare payment requests; undertake analysis of bills to make recommendations on the most cost-effective billing approaches.
• Ensure all office equipment is stocked with required supplies (stationary, cleaning and kitchen supplies, toner, paper, etc.).
• Participate in assessment exercises for new partners if required.
• Any other duties or tasks delegated by Sr. SC Officer Gaza.

Job Requirements
Required Experience/qualification/Skills:
• At least 1-2 years of experience of Procurement/Supply Chain/Administrative roles.
• Valid driver’s license.
• Clean record.
• Good spoken and written English and Arabic.
• Strong organizational skills.
• Ability to work simultaneously on multiple tasks.
• Willingness and ability to work effectively with a wide variety of people.
• Ability to work as part of a team and coordinate with project personnel.
• Good computer skills (Word, Excel, Outlook).
