Anera and The Egyptian Red Crescent (ERC) and the Humanitarian Emergency Relief Coalition (HERC) and other stakeholders have come together in a collaborative effort to respond to the recent war in Gaza, where humanitarian needs have intensified. In the face of this crisis, Anera collaboration with other stakeholders encompasses a comprehensive response strategy aimed at delivering vital emergencies.
Introduction:
The objective of this consultancy is to develop comprehensive Standard Operating Procedures (SOPs) for the efficient and compliant movement of goods from Egypt, Jordan, or the West Bank to Rafah, Gaza. The SOPs will cover all aspects of the import process, from documentation and customs clearance, logistics and security to storage and distribution.
This Consultancy calls for the development of Standard Operating Procedures (SOPs) to guide the import of goods from Egypt to Rafah, Gaza. These SOPs will serve as a critical framework to facilitate the efficient, secure, and effective importation and distribution of vital supplies and aid to the crisis-affected region. The consultant will play a pivotal role in shaping these procedures, enhancing the impact and effectiveness of Anera collaborative efforts in responding to this critical humanitarian situation.

Scope of Work:
The consultant will be responsible for the following tasks:
-Desk Review: Conduct a thorough desk review of existing documents, regulations, and procedures related to the import of goods into Gaza through the Rafah Crossing through the available ports in Egypt.
-Stakeholder Consultations: Engage with relevant stakeholders, including government authorities, customs officials, logistics providers, and other key players involved in the import process, to understand their requirements, constraints, and possibilities to import goods into Gaza.
-Gap Analysis: Identify gaps and challenges in the current import process, and propose recommendations for ways forward.
-SOP Development: Develop detailed, step-by-step Standard Operating Procedures for the import of goods from Egypt to Rafah, Gaza. This should encompass documentation requirements, customs procedures, security measures, logistics coordination, and compliance with relevant regulations.
-Legal and Regulatory Compliance: Ensure that the proposed SOPs are in full compliance with relevant laws and regulations.
-Security and Risk Assessment: Include risk assessment and security protocols to mitigate potential threats or challenges that may arise during the import process.
-Documentation: Prepare clear, organized, and user-friendly documentation of the SOPs, including any necessary flowcharts, checklists, and templates.
Deliverables:
The consultant is expected to provide the following deliverables:
- Inception Report detailing the consultant's approach and work plan.
- Draft SOPs for review and feedback by stakeholders.
- Finalized SOPs incorporating feedback and recommendations.
- Risk Assessment and Security Protocols.
- User-friendly documentation of the SOPs.
Qualifications and Expertise:
-Experience and knowledge in Supply Chain Management.
-Demonstrated experience in developing SOPs for complex logistical processes.
-Knowledge of customs regulations, international trade protocols, and relevant laws.
-Experience working in the Middle East region, particularly with knowledge of Gaza-specific challenges, is a significant advantage.
