About our Country Program/ Regional Programs
Relief International was operational in oPT starting in 2007, and after entering hibernation period in 2017, has recently reactivated its operations at the end of 2023. Relief International is currently building its response to the current and evolving situation in both Gaza and the West Bank through both a direct implementation and partnership approach. Relief International’s programming in oPT follows Relief International’s global strategy with Health as a central focus with components linked to our work in Health through the sectors of WASH, Protection, Education and Livelihoods.
Job Profile
Your role will be to lead and strengthen Relief International’s supply chain procedures and practices across the West Bank. You will be responsible for managing all aspects of asset and stock management, transport, fleet operations, and facilities management, ensuring that resources are used transparently, effectively, and in accordance with RI’s internal procedures and donor regulations. You will work closely with senior management to support operational effectiveness and ensure compliance with RI’s internal policies.
Key responsibilities
Complexity: Problem Solving, Context, and Autonomy
- Problem Solving: The role involves addressing challenges in procurement, asset management, and logistics. You will use professional judgment and experience to ensure compliance with RI and donor regulations.
- Context: The West Bank and Gaza present complex, dynamic environments. You will manage logistical challenges, including resource constraints, security issues, and strict regulatory compliance, to ensure smooth operations.
- Autonomy: You will work with a moderate level of autonomy, making decisions within established guidelines while using judgment to manage day-to-day operations, procurement, and resource allocation.
Procurement
- Ensure that RI Global procurement policies and procedures are kept up-to-date and that local procurement practices comply with RI and donor regulations.
- Maintain an updated vendor list, conducting regular market assessments, and ensure proper archiving of procurement documents.
- Participate in mobilization efforts for all new projects and project extensions.
- Ensure the supply chain is cost-effective, based on budget, market conditions, infrastructure, and timely delivery needs in both the West Bank and Gaza.
- Contribute to any procurement processes as requested by the supervisor.

Transport, Travel & Fleet Management
- Design and implement a vehicle management system SOP and ensure its proper documentation and management.
- Oversee fleet management in line with RI standards, ensuring appropriate vehicle allocation and safe usage.
- Plan, coordinate, and monitor staff travel (by road or air, national or international) effectively.
- Provide recommendations to senior management to improve travel, transport, and fleet management processes.
Liaison
- Maintain and develop relationships between RI and external entities such as utility companies, telecommunication providers, and government offices.
- Act as a focal point for coordinating staff national and international movements, in collaboration with the safety and security teams.
- Maintain and update the staff movement tracker in coordination with the safety and security team.
Facilities Management and Administration
- Manage RI properties, including office(s), warehouse(s), and guest house(s), ensuring they are maintained and compliant with RI standards.
- Oversee administrative functions such as reception, office consumables, and storeroom management.
- Review and assess the condition of international staff residences and suggest improvements to senior management.
- Support the operations manager in developing systems for reception and security guard functions.
- Provide recommendations to senior management to enhance facilities management.
Stock Management
- Ensure stock management systems are in place and understood by relevant staff.
- Ensure all stock is secure, well-documented, and managed appropriately.
- Improve reporting accuracy through effective tracking databases.
- Conduct regular physical stock counts, document discrepancies, and report any losses to senior management.
- Make recommendations for improving stock management practices.
Asset Management
- Maintain a centralized asset register, ensuring all office and program assets are tagged and assigned unique RI asset numbers.
- Conduct regular asset checks and spot inspections, ensuring compliance with donor regulations for asset reporting.
- Oversee timely and compliant asset disposal processes, as necessary, in accordance with donor standards.
- Coordinate with IT to develop systems for managing PC and mobile phone assets.
- Provide recommendations to senior management on how to improve asset management.
Team management
Taking part in the recruitment of his/her teams

Other
- Collaborate with other RI teams to share information on assessments, proposed interventions, and operational requirements for project proposals.
- Improve the process of organizing events and training by developing a booking system.
- Perform other tasks as assigned by the line manager.

Person Specification
Skills, knowledge and expertise required for the role.
- Degree or professional certification in Procurement or Supply Chain Management, Humanitarian Logistics, or related field.
- Solid knowledge and understanding of practical Supply Chain procedures and maintaining supply pipelines in areas with weak infrastructure and complex settings .
- Demonstrated excellence in training and capacity-building
- Strong organizational, interpersonal and communication skills.
- computer competency with word processing, spreadsheets, and databases.
- Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
- Must be able to function effectively in complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements.
- Fluency in English and Arabic, both written and spoken.
- Willingness to travel within oPt and potentially outside (where security allows) to provide technical support
- At least 3 years international experience managing a large multi-site operations, preferably within an INGO/NGO setup.
- Prior experience working in oPt will be favored.
- Experience with medical procurement and supply chain management will be favored.
