The IRC launched an emergency response in oPt in 2023, responding to the catastrophic humanitarian situation in Gaza, as well as expanding operations to the West Bank. Implementing a diverse, integrated program of health, protection, cash and scaling up in WASH and nutrition, these programs prioritize local partnerships with both public institutions and civil society, and span emergency, humanitarian, recovery, and development modalities, while serving vulnerable Palestinians in oPt.
 
The IRC is working directly and with partners to increase medical aid, protect women, provide essential water and nutrition services and support children in Gaza and working with partners to increase medical aid, health care assistance and capacity strengthening for people in Gaza.
 
IRC and its partners launched a program to enhance emergency preparedness for health services in the West Bank, in areas worst hit by violence in the last year. We are working to strengthen the health system's capacity and maintain critical health services during crises, saving as many lives as possible. IRC is also working through partners to deliver child protection, women’s protection and education.
 
Job Overview:
Supply Chain Coordinator is a key position to the success and delivery of quality programs and shall act as the support function as necessary to implement programs effectively, inclusive of procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. The Supply Chain Coordinator is accountable for the design, planning, execution and monitoring of supply chain activities delivery of an effective supply chain function within the oPt program in compliance with IRC, and donor regulations and in line with program objectives. They are also responsible for continuously improving performance quality throughout the Supply Chain team and ensuring partners’ satisfaction by exercising service-oriented practices.
 
The Supply Chain Coordinator will report to the Senior Operations Coordinator and work closely with field management, Sector Technical Coordinators and the Deputy Director of Programs. 
 
The position is based in Ramallah, West Bank with regular travel to other field sites and Amman. Travel to different locations may be required depending on program activities.
 
Major Responsibilities:
 
Supply Chain Operations and Compliance:
• Oversees the design, execution, and monitoring of procurement, inventory, asset management, and transportation activities for the Palestine mission
• Follows up on emergency procurement & distribution plans, ensuring timely implementation and strong feedback reporting to program for aligned decision making.
• Ensures the Supply Chain team operates efficiently, adheres to IRC global policies, and complies with donor regulations.
• Performs national-level reviews of supply chain processes, including procurement, inventory, and asset management systems, identifying areas for improvement and compliance gaps.
• Monitors and ensures timely submission of key reports (e.g., Supply Chain Monthly Reports, procurement plans, distribution updates) and recommend corrective actions to address any risks.
• Collaborates with the Global Supply Chain team to analyze and mitigate compliance risks and implement corrective action plans from internal or external audits.
• Supports the successful implementation of the ERP system for supply chain activities,
• Coordinates with global and regional teams to ensure alignment and compliance in pharma supply chain practices, engaging external stakeholders where necessary to strengthen IRC’s capabilities
• Provides oversight for the pharmaceutical supply chain, ensuring compliance with quality control standards, donor regulations, and local laws. This includes monitoring the procurement, storage, and distribution of pharmaceuticals to align with Good Distribution Practices (GDP) and IRC policies.
• Develops local policy amendments for logistics based on GLM (assets, vehicle use, warehousing)
• Engages and coordinates with the regional shared service team in Amman, CoGAT and Palestine Supply Chain team, ensuring all supplies are transported in an efficient and safe manner
 
Procurement:
• Ensures timely and compliant procurement processes that align with IRC standards and donor requirements.
• Reviews approved grant agreements and develop/update procurement plans with Program Coordinator/Manager (attention to donor regulations/restrictions, waivers)
• Monitors vendor performance and contract utilization, ensuring value for money and satisfactory service delivery.
• Oversees the use of framework agreements for recurring procurement needs to achieve cost savings and efficiency.
• Conducts quarterly market surveys and ensure vendor information is securely maintained.
• Organizes procurement training for supply chain staff, tender committees, and non-supply chain staff where necessary.
• With Operations/Admin determine start-up needs for office furniture, generators, equipment, supplies, expat housing furnishings, visibility items
• Participates in assessments/proposal development to identify future procurement needs/levels: vehicle, warehousing space and asset/equipment needs
• Market survey: identifies potential suppliers for program & office needed items.
• Ensures vendor diligence and ATC on potential suppliers completed on suppliers
• Establishes supplier files for authorized suppliers and maintain contact list of authorized/frequently used suppliers.
• Identifies as per programmatic needs and make sure Master agreements are put in place
• Ensure on time sharing of freight and cargo information with the country SCC for the fast-track processing at country and regional level
 
Compliance and Ethics:
• Monitors supply chain processes for compliance with IRC policies, donor guidelines, and ethical standards.
• Identifies and address fraud and corruption red flags, reporting them promptly through IRC mechanisms.
• Implements audit corrective action plans and strengthen controls to minimize compliance risks.
 
Partnership Supply Chain Coordination:
• Collaborates with partner organizations, suppliers, and donors to coordinate joint supply chain activities, including procurement planning, resource sharing, and capacity building.
• Facilitates information sharing and collaboration among partners to strengthen supply chain resilience, reduce duplication, and optimize resource utilization.
• Serves as the focal point for partnership-related supply chain initiatives, representing the organization in relevant forums, meetings, and working groups.
 
Fleet Management:
• As per the response, supports in Identifying number & type of vehicles required for programmatic activities and operations
• Analyzes options for vehicle acquisition (purchase or rent vehicles)
• Researches country vehicle registration and insurance requirements
• Implements vehicle planning/allocation system
 
Inventory Management:
• Oversees warehouse operations, ensuring adherence to IRC inventory policies and accurate record-keeping.
• Ensures compliance with GDP standards for medical commodities.
• Ensures grant closing and year-end inventory reports are prepared and submitted on time.
• Conducts regular spot checks and ensure cycle counts are completed on inventory to maintain accountability.
 
Assets:
• Assesses assets and equipment needs for planned programs (with programs/operations). Reviews IRC policy, definitions of assets, tracking & reporting; determine any special donor requirements for current funding 
• Establishes procedures to assign and transfer assets
• Ensures Asset Disposal & donation procedures in place
• Establishes mechanism for early identification of asset needs (new programs/expansion)
• Manages the safe storage and maintenance of IRC assets, ensuring compliance with asset disposal policies.
 
Staff management:
• Maintains open and professional relations with team members, promoting a strong cohesive team dynamic and providing oversight and guidance to enable staff to successfully perform in their positions.
• Recruit SC staff as per the organogram
• Support the onboarding of all newly recruited Staff
 
Learning and Development:
• The Supply Chain Coordinator is responsible and accountable for overseeing all supply chain learning and development initiatives in the country and assessing training needs, developing training plans for supply chain staff and other target audiences (programs, finance, etc.) as necessary.

Job Requirements
Professional qualifications and requirements: 
 
• At least 5 years of progressive management and leadership Supply Chain professional experience 
• Demonstrated expertise in managing large teams and portfolios, with a strong track record of professional growth and success in a senior management role.
• Exposure to Humanitarian supply chain management and experience with an INGO is a must. 
• Demonstrated success as a Supply Chain leader across all disciplines within supply chain including planning, procurement and logistics
• Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, fleet and Transport management, inventory, property and asset management 
• Familiarity of donors (US government, European, UN) policies and regulations is an asset. 
• Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units
• Strong leadership qualities and willingness to exercise initiative. Ability to set an example of leadership for staff in adhering to IRC management policies.
• Demonstrated experience of remote management including but not limited to the provision of technical support and the delivery of staff training on a remote basis.
• Ability to handle sensitive situations diplomatically with strong interpersonal and communication skills.
• Able to work effectively in a highly matrixed structure
• Strong financial management and budgeting skills
• Excellent training and coaching ability
• Ability to travel to remote field offices.
• Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint.

Position directly supervises: Supply Chain staff in the West Bank, Gaza and Palestine team in Amman (Procurement and Logistics)
Key Internal Contacts: Deputy Director Field Management and Field Coordinators, Regular relationships with HQ, regional and country Supply Chain staff at all levels, Deputy Director of Programs, Country Director, and interacts with IRC Program departments
Key External Contacts: Serve as IRC Supply Chain representative in outside meetings, with other non-governmental organizations, inter-agency groups and foundations.
