Introduction
Catholic Relief Services (CRS) is an international relief and development agency of the Catholic community in the United States. CRS is implementing an $11M, 2-year program funded by USAID to help mitigate the spread and impact of COVID-19 in the West Bank. The program has two key components: 1) supporting public and charitable health facilities to effectively respond to COVID-19; and 2) supporting vulnerable households to practice safe behaviors that reduce the spread of COVID-19. CRS is working in close coordination with the Palestinian Ministry of Health on the response.
Objectives:
CRS seeks the services of supply chain monitors to help inspect and confirm the delivery, installation, and proper use of medical equipment and supplies provided to targeted hospitals for the COVID-19 response.
Description of Work:
Supply Chain Monitors will be responsible for:
- Deploying to suppliers’ warehouses and project sites (hospitals) to inspect and confirm that medical equipment and supplies meets the technical specifications of the items CRS purchased.
- Coordinating with technical engineers from the Ministry of Health and CRS’ contracted consulting engineers for technical evaluations of specifications, installation, and training – as needed.
- Inspecting equipment and supplies after delivery and/or installation to confirm use
- Ensuring relevant items are added to CRS’ inventory and are marked accordingly.
- Ensuring any project marking decided for the items is properly executed.
- Completing documentation and maintaining clear and accurate files of all inspections.
- Other supply chain management tasks, as assigned and mutually agreed.
Conditions:
Supply Chain Monitors will:
- Receive an initial briefing and orientation to duties from CRS staff, as well as regular coaching and follow-up.
- Provide his/her own transportation to project sites across the West Bank unless otherwise arranged with CRS.
- Utilize his/her own camera, laptop, internet connection, and mobile phone.
- Practice safe COVID-19 precautions, including the proper use of PPE, provided by CRS, when conducting visits to health care facilities treating COVID-19 patients. NOTE: supply chain monitors must be willing to go into COVID-19 areas of hospitals.
- Will respond to instructions and requests from CRS in a timely way.
- All information received during the execution of the scope of work shall be treated as confidential and proprietary to CRS and cannot be reused without written consent of CRS.

Profile of the Consultant:
- Bachelor’s degree in Biomedical Engineering, business, logistics, or similar field
- Previous experience or training in the health care sector is a plus.
- Fluency in Arabic and English.
- Biomedical Engineers are highly recommended to apply.

Consultancy Duration:
The period of work is October 15, 2021 – March 15,2022, however, the volume of work may fluctuate from 1-2 days per week to 5-6 days based on an “as-requested” basis.
Reporting:
The Consultant will report directly to CRS’ Supply Chain Monitoring Officer on all aspects related to this work.
Payment
The rate shall be proposed by the consultant per working day (where a working day is 8 hours) paid at the end of each month according to the total days worked per aggregated working hours along with a timesheet for CRS Review and Approval, in addition to a Tax deduction at source certificate. In case the certificate is not presented, CRS will deduct 5% of the value of that payment and submitted on behalf of the consultant to the tax department. The daily rate must include utilizing one’s own camera, laptop, internet connection, mobile phone and transportation to the locations.
The payment to be submitted

- CRS has the right to request illustrations or modifications/negotiations after awarding decision.
- CRS is NOT committed to the least price offer and has the right to cancel or re-advertise this TOR without explicating the reasons.
- CRS may select more than one consultant(s) to complete the full scope of this ToR. If this is the case, the components for which each individual / firm is responsible will be made clear in each respective contract.
