Supply Chain Officer 

CONTEXT:

Médecins Sans Frontières (MSF) is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation. 

MAIN PURPOSE: 

Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mission

Starting date          :  13/03/2022

No of Jobs               :  1 Full Time 

Working Hours      :   from Sunday to Thursday 08:00-16:30

Contract Duration:  6 months contract (with 3 months’ probation period) - possibility of renewal.

Required Travel    : No travel will be required but mobility across Gaza can be requested based on operational need.

ACCOUNTABILITIES: 

  • Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role
  • Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities
  • Monitoring and ensuring a smooth-running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.
  • Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data
  • Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs
  • Collecting claims from the field, analyzing causes and making corrective actions.
  • In collaboration with the coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Informing the Logistics manager / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making 
  •  Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

Context Specific 

  • Transport and Customs: Performing the day to day procedures and administrative processes for the clearance and transportation and ensuring an efficient shipment of goods
  • Updating prices, requesting quotes and tenders from bidders;
  • Checking the physical status of orders and be responsible of the quality check
  • Supervising inventories for the logistic store each 4 months minimum
  • Following and recording the average of consuptions 
  • Keeping update all services contracts with log manager support
  • determining the purchase planning according to the internal requests process, product availability (shortages, local market availability), delivery times (local purchase order, supplier order), in line with budgets and cash requests and ensuring backorder follow-up. 
  • Preparation of purchase documents for finance to pay suppliers
  • Filing and making sure all supply documents are properly archived, physically and informatically, following MSF procedures.
  • Updating the suppliers and price list once a year and informing Logistic Manager of all information or modifications to the data i.e. price, address, items available
  • Supporting the storekeeper on a quarterly base full stock inventory of all storages such as consumable, hospitality, cleaning items, stationary…etc.
  • Supporting the Storekeeper on storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organized and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.) with regards to alarms thresholds, stock out and expiry dates. 
  •  Close follow-up on the on-going supply orders, regular phone call to suppliers, physical reception of the  orders, and check quantity in collaboration with the storekeeper

Job Requirements

REQUIREMENTS: 

Education:  Essential degree and specialization in Logistics/Supply Chain

Experience: Essential in supply chain management (minimum 2 years) and in organization of supply administration and 

                        procedures 

                     : Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits) 

Languages: Arabic and English essential   

Knowledge : Essential computer literacy (word, excel, internet)
