Supply Chain Team Leader
MSF is looking for a Supply Chain Team Leader in Gaza responsible for the correct planning, implementation and monitoring and management of the supply chain activities and sections (Order Processing, Warehouse and Transport) in accordance with MSF protocols, standards and procedures in order to contribute to an efficient running of the mission.

Since October 2023, the supply setup has been organized as a supply intersection of MSF projects for Gaza population to facilitate and support MSF projects during the Emergency intervention.
→ Aim: maintain an efficient, reactive, collaborative, and flexible Supply Chain, including all the countries concerned.
→ Main challenges met
• supply support is organized as intersection team, covering different countries.
• all OCs, at all levels, were facing new constraints after crisis of October 7th
• almost everyone had to find how to organize their own work and how to work with each other at the same time.
Things are clearer now but please consider that your work will might have to
be adapted due to field constraints.
Team structure: scope and split of responsibilities
Macro view
All supply teams have been organized as a part of a global answer for OPT
• 1 Macro OPT Supply Coordinator flying between the different locations – role strategy + focal point internal and external stakeholders, focus negotiations for access to Gaza + coordination of the different locations, final decision maker.
• 1 deputy per location, focused on running operations at national level.
• 1 supply team per location, in charge of the “regular activities”.
Intersectional supply support for OPT include up to now:
• Egypt / Israel / Gaza Strip, since October 2023
• Jordan, since January 2024
ISRAEL: coordination, remote support for supply in Gaza Strip, in charge of West Bank (WB) projects
The full coordination is there for OCB and OCP. For OCP, the coordination team is the one who was working before crisis of October 7th (regular project).
The way the supply team has been thought there is:
• Offer an efficient support to Gaza Team (remote management and data record) and be in capacity to monitor the full chain.
• Facilitate the communication with Israeli authorities involved in the humanitarian answer.
• Be ready in case of a scale up of the activities.
The current Intersection Supply HR set-up in Jerusalem for OPT is:
• 1 Intersection Supply Chain Coordinator

• 1 Customs and transportation Manager (under hire)
• 1 Data Analyst Manager (under hire)

GAZA:
Supply Team Leader scope of activities
• Serve as the principal intersectional contact for all communications with JRS, Egypt, or Jordan concerning transportation and warehouse organization within Gaza.
• Act as the focal point within Gaza for cargo movement when organized by MSF with commercial trucks to MSF premises.
• Liaise with WHO/WFP to facilitate truck passage through WFP convoys.
• Coordinate with WHO/WFP on the reception of cargos in the Logistics Cluster Warehouse within Gaza.
• Function as the primary contact for all interactions with transportation companies operating within Gaza.
• Oversee the creation and management of Comparative Bid Analyses (CBAs) and contracts with transportation companies inside Gaza.
• Coordinate logistics and delivery points for transportation operations.
• Prepare incident and claims reports related to transportation activities as needed.
• Maintain communication with all Operational Centers (OCs) regarding transportation within Gaza, including coordination with drivers and the MSF Warehouse.
• Collaborate and communicate with the logistics coordination of all OCs on Gaza-specific movements related to security concerns.
• Adapt to the communication styles and protocols of local authorities to foster cooperation and mutual understanding.
• Manage the intersection warehouse, including reception, dispatch, and delivery, while updating each section with relevant information.
• Coordinate with all OCs present in Gaza regarding cargo reception and dispatch to the respective OCs.
