Project Overview
The USAID West Bank/ Gaza Technical and Vocational Education and Training (TVET) Activity or Forsah TVET Activity is intended to build the capacities of TVET institutions in order to meet labor market demands and provide Palestinians with meaningful, well-paying employment and income generating opportunities. TVET Forsah will support the development of new technical trainings and improve the quality and relevancy of existing technical programs, with a particular focus on improving youth access. These programs will help Palestinians become more employable and find employment opportunities, or start their own business, in increasingly in-demand technical sectors. The activity will focus on three main areas: IR 1: TVET institutions’ capacity to respond to the needs of the private sector enhanced; IR 2: Partnerships between the TVET institutions and the private sector firms in specific sectors created; and IR 3: Enrollment in TVET programs increased.
Purpose
The Sustainable Partnerships Manager will oversee all activities under IR 2 of the program. Driving a coherent approach to all activities under IR2, the Sustainable Partnerships Manager will focus on private sector (PS) partnerships and participation while facilitating collaboration with TVETs and youth. This position will work to validate private sector priority needs for technicians in sectors/sub-sectors within targeted geographies, with support from short term staff as well as all infrastructure activities under IR 1. In close coordination with Forsah staff, USAID and consortium member, this position will integrate activities, centered around incentives and evidence, to create TVET-PS-youth linkages.
Key Duties and Responsibilities
- Provide technical vision and managerial oversight for all activities of IR2, including Labor Market Information, Private Sector Engagement, Career Development Centers, and Work Based Learning, including management of staff engaged in these activities.
- Coordinate closely with the COP, DCOP, MEL Lead, other component leaders (for IR1 and IR3), and consortium partners on activity design and implementation to ensure integrated activities across TVETs, PS firms, and youth engagement priorities.
- Engage closely with DAIs Palestine Country office and headquarters in the US to ensure integration of DAI tools and approaches and conduct quality assurance for IR2 deliverables.
- Ensure the use of USAID compliant procedures and practices.
- Maintain strong network both internally with Forsah TVET team members, and externally with local stakeholders and partners.
- Conduct assessments and due diligence on targeted organizations. Act as a client relationship manager with a portfolio of beneficiaries/organizations. Contribute to technical reports and success stories as requested.
- Coordinate with relevant activities and collaborating with other USAID-funded programs in the region.
- Manage and/or supervise multiple staff members (within DAI and with partners) assigned to the component.

Qualifications
- Degree in a relevant technical discipline or field, advanced degree preferred.
- At least ten (10) years of experience mobilizing and effectively engaging PS firms and business associations across the West Bank and Gaza; utilizing labor market data for workforce decision-making; forging sustainable partnerships between PS and educational institutions.
- At least ten (10) years managing complex teams and activities, including direct oversight of staff members, close coordination with colleagues, and complex programs and solve technical, managerial, or operational problems by evaluating options based on relevant information and strategic thinking.
- Ability to maintain a strong professional network, seen both internally and externally as a high-level professional in the related expertise area.
- Excellent interpersonal relationships with national and international staff in a multicultural environment and with multidisciplinary teams.
- Experience supporting related development programs focused on capacity building of TVET institutions and forging relationships with relevant entities.
- Demonstrated capacity and experience on similar assignments or work of a similar nature and experience working with USAID on projects with a similar scope.
- Office and staff management experience.
- Professional proficiency in English; fluency in Arabic.
Reporting
The Sustainable Partnerships Manager will serve under the supervision of the TVET Deputy Chief of Party or his designee, coordinating closely with DAI home office Technical Advisor. For contractual and administrative matters, the employee shall report to the DAI Palestine Country Director.
