PROGRAM/DEPARTMENT SUMMARY:-
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.
Mercy Corps is part of consortium led by International Medical Corps (IMC) who is implementing Gaza 20/20 Health Matters project, funded by US Agency for International Development (USAID) for five years. The project will work with CBO/NGOs and private sector only, and aims to increase Gazans’ access and availability to primary and secondary services (Intermediate Results 2&3), as well as to help the NGO health system to prepare for and respond to emergencies (Intermediate Result 1).
GENERAL POSITION SUMMARY:-
System Analyst under the supervision of ICT Program Manager will design and oversee new IT systems/solutions, modify, enhance or adapt existing systems and integrate new features or improvements. The candidate will have the primary responsibility of eliciting, analyzing, validating, specifying, verifying, structuring, documenting and managing the system design and technical needs of a project. The candidate will work with, consult, and support various project team members including but limited to: end users including project partners and sub grantees, developers, and testers in order to design, develop and deploy IT system/solution.
ESSENTIAL JOB FUNCTIONS:-
-Elicit system requirements/user stories using different means such as interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis;
-Critically evaluate information gathered from multiple sources, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs;
-Proactively communicate and collaborate with different users to analyze information needs and functional requirements, prioritize and rationalize requirements, and deliver the following and other artifacts as needed: System Requirements Specifications, User Stories (for agile projects), Use Cases, GUI, Screen and Interface designs, etc.;
-Gain a functional understanding of the existing application(s) as well as the newly defined project requirements from small to large sized projects;
-Evaluate design of existing systems to judge their functionality, effectiveness, reliability, performance, usage, maintainability and cost of ownership;
-identifies options for potential solutions and assessing them for both technical and business suitability;
-Contribute to team project planning and to on-time and on-budget project goals;
-Work closely with developers and a variety of end users to ensure technical compatibility and user satisfaction;
-Create and maintain project documentation throughout the development lifecycle
-Draw-up a testing schedule for the complete system, review test plans and test cases for accuracy and thoroughness, and define acceptance criteria for the system;
-Contribute closely in overseeing the implementation of new systems;
-Foster teamwork and spirit of collaboration and commitment within the project team;
-Contribute in writing user manuals and provide training to users of new systems;
-Any other relevant duties as required.
SUPERVISORY RESPONSIBILITY: Software Developers.
ACCOUNTABILITY:-
REPORTS DIRECTLY TO: ICT Program Manager.
WORKS DIRECTLY WITH: ICT Program Coordinator, Other health project team, liaison with MEL, and MC staff in concern.
QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:
-Holds a Bachelor degree in computer science or software engineering or related fields. A Master’s degree is a plus;
-4+ years of professional experience as System Analyst in a high demanding environment;
-Proven experience and capacity to work on agile projects;
-Experience with requirements: elicitation, gathering, documentation and management;
-Modeling skills using modeling languages (UML) and tools (Visio) to represent requirements information in graphical forms that augment textual representations;
-Strong Software testing experience;
-Previous experience with emergency and mobile messaging systems would be an added asset;
-Very Good programming and software development experience would be an added asset;
-Strong product & project management skills;
-Proven ability to quickly learn new business domains and technical applications;
-Willingness to work occasionally outside of normal business hours;
-Analytical mindset.
