Background:
 
UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted
by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and
donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize
the right to development for its people and support their socio-economic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian People.
 
UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment
and private sector development; environment and management of natural resources; and
public and social infrastructure.
 
Specifically, this assignment will focus on the Transparency, Evidence and Accountability (TEA) programme which is a UK funded programme of support to the Palestinian Authority (PA). The programme is designed to help deliver on the Middle East Peace Process (MEPP) objectives that include prioritizing PA’ institutional development, improving accountability and promoting transparency to preserve the political viability of a two-state solution in the absence of significant political change; a key priority going forward is maintaining PA capacity, financial viability, and accountability.
 
UNDP will design and submit a multi-year programme proposal to support the objective. In support of the outcome, “Improvements in the responsiveness & transparency of PA’s systems, services and processes,” the TEA programme will support interventions in four identified thematic areas (which will constitute the outputs of the Programme level log frame); Fair and inclusive economic opportunities; Transparent and accountable public resource Management; Improved access to services / utilities; and Promoting international norms and transparency.
 
To this end, UNDP/PAPP is seeking a candidate to fill the position of Project Manager under the guidance of the Assistant Special Representative and the direct supervision of the Programme Design & Implementation Analyst. The expected duration of the contract is 12 months and the Service Contract extension will be conditioned on the satisfactory performance evaluation as well as availability of funding under the project.

Functions/Key Results Expected/Responsibilities:
 
  1. Ensure effective project management and implementation of activities in accordance with the UNDP financial rules and regulations and standard operating procedures
  2. Monitoring of progress and risks, ensuring that changes and problems are addressed; Reporting on progress including measures to address challenges and opportunities
  3. Support partnerships and advocacy activities at project level
  4. Ensure implementation of knowledge management activities
  5. Perform any other duties as assigned by the Supervisors
 
Ensure effective project management and implementation of activities in accordance with the UNDP financial rules and regulations and standard operating procedures:
  • Ensure timely and good-quality implementation of workplan activities;
  • Support a high-performing project team, coordinate and supervise the work of the project personnel;
  • Continuously monitor progress against the approved work-plan; Identify changes in the external environment and promptly agree necessary solutions/actions (ex. related to the planning and implementation of activities, need for new activities) with UNDP office and Project Board;
  • Prepare annual project work-plans and related sub-plans (procurement plan, human resource Plan, quarterly plans if required, and others as necessary);
  • Support the technical advisers in internal and external communication and partnerships with relevant government counterparts;
  • Maintain positive working relations with all project stakeholders;
  • Link up project activities with related and parallel activities internally and externally;
  • Identify synergies with other UNDP projects and coordinate accordingly;
  • Mobilize personnel, goods and services, and training activities, including drafting terms of reference and work requirements;
  • Manage requests for the provision of financial resources by UNDP, through advance of funds, direct payments, or reimbursement using the Fund Authorization and Certificate of Expenditures (FACE) form;
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports; ensure preparation of budget revisions as necessary; follow up with UNDP Business Support Service Center (BSSC) and finance staff on issues;
  • Ensure all Foreign Commonwealth and Development Organizations (FCDO) reporting requirements, both financial and narrative are produced in a timely manner.
  • Coordinate an exit strategy at least 6 months ahead of the project closure date; ensure closure of the project is done according to the established procedures and finalization of all project reports.
Monitoring of progress and risks, ensuring that changes and problems are addressed; Reporting on progress including measures to address challenges and opportunities:
  • Monitor events as determined in the project monitoring schedule plan, and update the plan (in Atlas and off-Atlas) as required;
  • Periodically update the project information Atlas Project Management module;
  • Manage and monitor the project risks initially identified and submit to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
  • Organize regular Board meetings and perform regular progress reporting to the donor (and project board) as agreed to with the donor;
  • Prepare progress reports in close coordination with technical advisers to the project, with the frequency and using the template recommended by the UNDP office. Submit the report to supervisor in the UNDP programme team for review and clearance, according to the agreed timetable.
  • Ensure reporting to donor is prepared timely and the reports are meeting the standards and are gender inclusive;
  • Support the preparation of reviews and evaluations as defined in the project document;
  • Prepare final project reports and papers with desegregated data as per indicators, baselines and targets.
  • Support Program Analyst in ensuring all UNDP corporate requirements are addressed including updating IPPS, ROAR, Transparency Dashboard requirements, etc.
Support partnerships and advocacy activities at project level
  • Be familiar with the activities of other development projects in the sector, establish contact and keep up-to date with their work;
  • Ensure and coordinate meaningful participation of all national and international stakeholders in all phases of planning and implementation processes;
  • Support the partnerships and advocacy activities agreed by the UNDP office & direct supervisor in the area/sector covered by the project;
  • Serve as the focal point for the Communications Team and prepare communication and visibility materials for project activities in coordination with the direct supervisor.
Ensure implementation of knowledge management activities
  • Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
  • Ensure the project has the required communication package and preparation, upon request of the UNDP office and direct supervisor, of information materials for dissemination within UNDP globally and regionally, and to external stakeholders;
  • Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard;
  • Participation in regular internal meetings;
  • Participation in training events, communities of practice, codifying and sharing knowledge facilitation and organization of training for project staff to enable them to perform at the required level

Job Requirements
Qualifications:
 
Education: 

MA in public administration, management, economics, public policy, political science, law, international development, or the social sciences.
 
Experience: 
  • Minimum of 6 years of professional working experience in project/programme management and in establishing relationships among international organizations and local institutions/communities;
  • Familiarity with the anti-corruption initiatives and projects, including previous experience on the subject is an asset;
  • Proven track record in coordinating complex programs in multi-stakeholder environments, preferably on issues related to anti-corruption;
  • Previous experience in development assistance or related work for an international agency or donor organization or NGO;
  • Experience in the usage of computers and office software packages (MS Office Suite, Cloud based solutions, and online collaboration software etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based ERP management systems.
  • Knowledge of the UN system and familiarity with UNDP procedures would be an asset.
  • Project Management Certification is highly desirable.
