Position: Teacher Education Specialist, USAID West Bank Pre-Service Teacher Education Activity
Location: Ramallah, West Bank
Period of Performance: One year with expected renewal to five years.

Summary of Position:
IREX seeks a qualified Teacher Education Specialist with experience working with pre-service teacher training for a five-year USAID-funded Pre-Service Teacher Education Activity in the West Bank. The project aims to improve the relevancy and quality of education diploma programs for pre-service teachers.
The Teacher Education Specialist will be high-level project representative with governmental and non-governmental stakeholders and will focus on building capacity for pre-service teacher education in governmental higher education institutions, specifically the National Institute for Education Training. They will also have responsibility for ensuring inclusive teaching practices and a focus on gender and inclusion throughout project activities.
Summary of Responsibilities:
Work with the project team with an emphasis on pre-service teacher training in non-governmental higher education institutions in the West Bank
Lead the implementation of initial assessments for higher education institutions in the area of pre-service teacher training by coordinating the customization of IREX’s Higher Education Institutional Capacity Assessment Tool (HEICAT) with experts, teachers, professors and related Ministerial agencies.
Lead an alignment analysis of existing pre-service teacher standards, accreditation guidance to peer reviewers for education diploma programs, teacher exams and the Readiness to Teach Index (RTTI) tool
Cultivate relationships with higher education institutions, AQAC, relevant government institutions, and other relevant USAID projects
Liaise with the West Bank Program Manager of Arizona State University, IREX’s implementing partner
Write white papers and other policy recommendations documents based on stakeholder roundtable discussions, analyses, and the IREX Performance Improvement Cycle
Work with the Commission for Developing the Teaching Profession (CDTP) to produce revised draft pre-service teacher standards
Work hand-in-hand with governmental higher education institutions, international higher education institutions, and Centers for Learning and Teaching to develop, improve, and re-design educational diploma programs of study based on data and to map said programs to pre-service teacher standards
Work with faculty and teachers to assess the effectiveness of teacher pre-service courses
Work with M&E Activity Manager and HEIs to implement identified performance solutions including using self and peer reviews; developing policies and accountability mechanisms
Ensure an inclusive teaching practice in all courses and standards developed and ensure a focus on gender and inclusion in all consultation and training activities
Maintain a keen understanding of challenges and issues facing higher education institutions in pre-service teacher training and in recruitment for qualified teachers
Support efforts in project planning, budgeting, and administrative issues
Represent IREX and the project publicly
Includes travel throughout the West Bank

Skills and Qualifications:
Palestinian citizenship or residency is required.
Master’s degree in relevant field or a Bachelor’s degree in a relevant field with an additional three years of experience
Minimum of 10 years of experience teaching in grades 5-10 and/or working in pre-service teacher training, preferably in higher education pre-service teacher training in governmental or non-governmental institutions.
Must demonstrate an excellent track record of working as part of team, achieving results in building capacity in higher education pre-service teacher training, and using research-based teaching techniques to improve teacher training
Knowledge of the West Bank pre-service teacher training landscape
Experience with international donor-funded development projects, particularly in West Bank and/or other Middle Eastern countries, desired
Outstanding verbal and written communication, interpersonal, and cross-cultural skills required
Detail-oriented with ability to multitask and prioritize in a fast-paced working environment
Excellent ability to remain flexible while adhering to strict deadlines
Demonstrated leadership, integrity, and versatility
Fluency in Arabic required; professional proficiency in English preferred
