Global Communities is seeking a Community Development and Resilience Team Leader (CDRTL) for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
The CDRTL will work closely with the Deputy Chief of Party (DCOP) to support and manage all aspects of the community development and resilience components. Responsibilities
The CDRTL is responsible for supporting local organizations to help develop more resilient communities through increasing access to resources and basic commodities to local organizations and staff, and providing psychosocial support to sustain livelihoods activities in conflict situations.
Specific Responsibilities include the following:
- Establish community development and resilience strategy and direction with DCoP and CoP in line with Global Communities’ policies and best practices.
- Manage and lead a community development team to strengthen capacity of and provide resources to partner organizations and social enterprises, conducting regular meetings and check-ins.
- Ensure the recruitment and onboarding of community development and resilience staff.
- Collaborate with the livelihoods team lead to establish a cash-based system to provide provision of resources to partner organizations and social enterprises.
- Collaborate with MEL staff to ensure quality M&E systems in regard to community development and resilience.
- Oversee the provision of psychosocial support (PSS) to local partner staff and service providers.
- Manage PSS coordinator, and provide technical supervision and guidance on all PSS programming.
- Coordinate with relevant technical advisors on PSS to ensure activities are in compliance with international minimum standards and best practices.
- Identify and manage collaborative partnerships with other humanitarian partners, coordination bodies, and other relevant stakeholders.
- Closely coordinate with program partners and social enterprises.

Qualifications
- Bachelor’s degree in development, or related field.
- At least 7 years working experience in the field of resilience, community development, and humanitarian assistance.
- Experience working in the resilience and humanitarian sectors and an understanding of the local context.
- Strong communication skills, both verbal and written.
- Fluency in Arabic and, at least, working level in English.
Desired Qualifications:
- Experience in using assessment and measurement tools and developing materials for resilience and humanitarian assistance programs.
- Experience in developing monitoring and evaluation systems for resilience and humanitarian assistance programs is highly desired.
- Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders.
- At least four years of work experience in the MENA region.
