PROJECT BACKGROUND 

USAID/West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance. 

POSITION PURPOSE

The role of the Service Delivery and Municipal Operations Team Leader is to lead the implementation of Objective 1 of the ALG Activity. Objective 1 aims to provide municipalities with activities, including technical and material assistance to sustain service provision, supporting crisis management response, and improving citizen communications. S/he will work closely with the LGU team to provide assistance packages (APs) to municipalities that help improve service delivery and municipal operations. The position will manage the Rehabilitation Fund and Institutional Support Funds (ISF) that will  help partner LGUs to undertake cosmetic, non-structural improvement activities and procure vital supplies and equipment under O1. Moreover, S/he will manage the core team for Outcome 1 that consists of a Service Delivery Improvement Senior Specialist, a Municipal Operations Specialist, a Financial Management and Revenue Generation Senior Specialist, and a Disaster Risk Management and Resilience Specialist.

Job Requirements

KEY DUTIES & RESPONSIBILITIES

  • Provide supervision, technical direction, and leadership for O1 staff and technical STTAs.
  • Ensure that all ALG outcomes and technical activities are cohesive, mutually supportive, and fully integrated.
  • Work with Regional Cluster LGU Engagement Team Leader/Managers to develop tailored APs for target municipalities using a clustered approach.
  • Offer TA and guidance as needed to achieve ALG targets.
  • Coordinate with Grants/Subcontracts team to ensure design & delivery of grants/subcontracts to support Objective 1 activities.
  • Coordinate and attend meetings with relevant stakeholders to support Objective 1 activities.

QUALIFICATIONS

  • Master’s in international development, public policy, public administration, engineering or related field, or equivalent relevant professional experience, and 8 years of experience supporting donor-funded local governance activities of similar scope and complexity, in WB&G or MENA required.
  • Experience building the capacity of local government and understanding of organizational development and clustered approaches preferred.
  • Fluency in English and Arabic required.

REPORTING

The position of the Service Delivery and Municipal Operations Team Leader will report to the Deputy Chief of Party.
