“Local Governance Reform Programme (LGRP)”
In order to support the Programme Team we are looking for a
Technical Advisor
In close collaboration with the General Directorate of Urban Planning at the Ministry of Local Government (MoLG) and the Municipal Development and Lending Fund (MDLF), the Advisor will advise and coordinate a process contributing to the reform of the Palestinian Planning System.
More specifically, the advisor will:
Responsibilities & tasks include but not limited to:
-Provide technical advice and input to the process of updating and harmonizing the local planning methodology and approach for Palestinian local government units (LGUs), which will be based on good governance principles and will ensure genuine integration of spatial and development elements.
-Provide technical advice and input to the process of coordinating planning approaches across sectors and governance levels i.e. local vs. regional vs. national levels.
-Provide technical advice and support to the General Directorate of Urban Planning at the MoLG in modernizing their organizational processes, procedures, and systems as well as in improving their institutional relations with national and local stakeholders.
-Provide technical advice and support to the Secretariat of the Higher Planning Council in modernizing their organizational processes, procedures, and systems as well as in improving their institutional role and relation vis-à-vis the Higher Planning Council, the General Directorate of Urban Planning, Regional Planning Committees, and Local Planning Committees of LGUs.
-Provide advice and coordinate the process of the evolution and improvement of the MoLG planning systems; mainly GeoMOLG and Baldiyat.ps applications. Ensure proper utilization and further optimization of such systems for the reform process.
-Identify the need for external consultancy support, prepare necessary TORs, specifications, budget estimations, and/or support concepts, and manage such consultancy services accordingly.
-Develop, coordinate and systemize efforts of capacity development by different actors (including international and national organizations) in the field of Planning Reform.
-Monitor progress and report regularly on achievements. Document and promote successes and lessons learned among partners and Programme team members.
-Foster innovations and enable institutional learning within the local government sector.
-Ensure proper coordination, communication, consultation, and cooperation with key partners; mainly the MoLG, MDLF, LGUs and international partners. Build trust and, if necessary, contribute in resolving potential disputes.
-Perform other tasks as necessary and as requested by the Head of Programme.
-Represent the Programme in a professional manner
Required qualifications:
-Master Degree or equivalent in Urban Planning or similar.
-At least 8 years of professional experience in spatial planning, development planning. Experience in working on local governance, municipal development, and modernization of public sector institutions is a strong asset.
-Extensive knowledge of the Palestinian Planning System as well as the Palestinian Local Governance System.
-Experience in capacity development and related methodologies for municipal and public sector institutions. Knowledge of GIZ’s Capacity WORKS model is an asset.
-Excellent abilities and proven skills in conceptualization, contextual analysis, and reporting.
-Proven ability to build solid and trustworthy relationships with partners accompanied with very good abilities in moderation, facilitation, mediation, and conflict resolution.
-High team spirit accompanied with excellent communication and interpersonal skills.
-Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office). Sound knowledge of spatial data infrastructure incl. GIS is an asset.
-Excellent verbal and written English and Arabic language skills. German is an asset.
Assignment: Starting 10th of October 2016. 12 months contract with possible extension up to the end of 2018
