The programme “Local Governance Reform Programme (LGRP) II” aims at strengthening local authorities’ performance in service delivery. LGRP II is implemented in close cooperation with the Ministry of Local Government (MoLG), the Municipal Development and Lending Fund (MDLF), and the Association of Palestinian Local Authorities (APLA). 

In order to support our work in the field of local finance, we are looking for full time:

“Technical Advisor

Tasks and Functions include, but are not limited to:

Tasks

  • Reviewing and analyzing current policies and reform processes related to local finances and their implementation and developing policy-related assessments and reports. 
  • Advising MoLG, MDLF, APLA on more effective strategies and policies.
  • Identifying issues in the advisor’s area of responsibility and offering advice internally and externally, in line with the objectives of the programme.
  • External liaison with senior level representatives of relevant stakeholders in the sector.
  • Promoting the development and maintenance of links and constructive collaboration between the main national stakeholders and policymakers regarding local public finances. 
  • Maintaining and developing contacts with strategic partners, both Palestinian and international.
  • Involving and representing the interests of the programme in policy discourse and other external fora and events. 
  • Planning, implementing, and monitoring of results of activities in the intervention area local finances.
  • Ensuring close coordination with other work packages of the programme, incl. collaborating in development of capacity development measures for various stakeholders in local government sector.
  • Coordinating the preparation and management of events and for a for policy discourse.
  • Ensuring timely delivery of outputs and actively contributing to knowledge management.
  • Preparing appropriate input for programme reporting as required by management, GIZ Headquarters, and commissioners.
  • Ensuring synergies with other relevant GIZ projects and programmes.
  • Contributing to programme related PR and (internal and external) communication products.
  • Performing other duties and tasks at the request of management.

Responsibilities:

  • Managing selected LGRPII work packages including conceptualization, planning, budgeting, implementation, monitoring and reporting.
  • Developing the capacities of partners (in related fields).
  • Ensure the achievement of assigned tasks efficiently and effectively.
  • Providing support to the elaboration, planning and management of other key work packages.
  • Contributing to the overall monitoring of the respective areas of intervention and strategic development of the programme.

Job Requirements

Required qualifications, competencies, and experiences:

  • Master’s degree in public administration, political science, or similar.
  • At least 12 years’ work experience in government agency in finance or local government sector and/or relevant think tanks.
  • Proven experience in policy analysis and advise.
  • Strong analytical and research skills.
  • Ability to analyze and understand the policy implications.
  • Ability to prepare policy papers and to explain complex issues clearly and concisely.
  • High degree of initiative.
  • Excellent communication skills (English and Arabic language), both oral and written, including tact and diplomacy, in dealing with a wide range of individuals and building good networks of contacts.
  • Substantial knowledge of the Palestinian law, policymaking and procedures in public finances.
  • Ability to work in complex environment and under stressful conditions, self-initiator, flexible and able to work with people of different backgrounds, service oriented, friendly personality, well organized and motivated.
