Background:
 
UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socioeconomic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian people.  UNDP/PAPP places empowerment, resilience and sustainability at the centre of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment and private sector development; environment and management of natural resources; and public and social infrastructure.
 
Specifically, this assignment will focus on the Transparency, Evidence and Accountability (TEA) programme which is a UK funded programme of support to the Palestinian Authority (PA). The programme is designed to help deliver on the Middle East Peace Process (MEPP) objectives that include prioritizing PA’s institutional development, improving accountability and promoting transparency to preserve the political viability of two state solution in the absence of significant political change: a key priority going forward is maintaining PA capacity, financial viability, and accountability.  
 
UNDP is currently seeking the recruitment of a Technical Coordinator under a National Personnel Services Agreement (N-PSA), to work under the direct supervision of the TEA Project Manager, in  collaboration and liaison with relevant TEA team members (Logistics Coordinator and Technical Specialists) and  the Programme Design &  Implementation Analyst and other units, in order to ensure effective delivery of the TEA project in line with the Project’s approved Results Framework and Annual Work Plans.  The expected duration of the agreement is 8 months. Extension of the agreement will be conditional to the satisfactory performance evaluation as well as availability of funding under the project.
 
Summary of key functions:
Provide technical input to implementing partners in relation to transparency and accountability measures, and ensuring the integration of evidence based tools into the project activities.  

Achieve specific targets and deliverables related to the implementation of assigned project activities, in line with the TEA Workplan and milestones. This will include direct and significant engagement and support in preparing any relevant operational and/or administrative documentation needed for implementing the project’s activities (e.g. Terms of Reference, minutes of meetings, contractual agreements, etc.), and maintain filing structure and relevant records for activities related deliverables;
 
Ensure timely monitoring, both qualitative and quantitative of TEA project activities and provide relevant feedback to the M&E Coordinator, related to log frame targets to be achieved.
 
Monitor contractual arrangements with assigned implementing partners, including the review of related  reporting and submission of supporting Documents.
 
Provide the TEA Project Manager with weekly updates related to progress of assigned tasks and responsibilities, and overall TEA implementation progress.
 
In coordination with the Project Manager, substantially contribute to the drafting of donor reporting requirements.
 
Perform any other relevant task as assigned in relation to achieving the deliverables pertaining to the TEA project.

Job Requirements
Qualifications:
 
Minimum Academic Education:
BA Degree in Political Science, Public Administration, Development Studies,  Social Sciences
 
Minimum years of relevant Work Experience:
At least 5 years of relevant professional experience in development projects and/or programmes, ideally focused on good governance and strengthening public institutions’ responsiveness, transparency and accountability.
 
Desired additional skills and competencies:
Experience working with international or non-profit organizations is desirable.
Knowledge of the UN system and familiarity with UNDP procedures is a strong asset.
 
Required Language(s) (at working level):
Proficiency in Arabic and English languages is required
