Introduction
The Ministry of Education (MOE) has received a grant from the World Bank to implement the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)” program.
MOE is seeking to recruit a Technical Coordinator to support the MOE to effectively advance the day-to-day implementation of Component 2 activities under SERATAC.
An invitation is hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy position.
Position: Technical Coordinator for Component 2
Objective of the Consultancy:
The objective of the consultancy is to support the MOE in the coordination of the day-to-day implementation of Component 2 and its associated activities that will be undertaken to: (i) strengthen and operationalize MOE’s STEM Framework, (ii) the implementation of selected classroom-level interventions proposed under MOE’s STEM Framework, including the design and implementation of an adaptive learning program in mathematics in Grade 5 classrooms ,and (iv) the development of an effective career guidance system.
Main Tasks and Responsibilities:
- Work collaboratively with the Task Management Team for Componetn 2 and the PCU to plan, coordinate, and implement Component 2 activities.
- Liaise and coordinate regularly with MOE’s various directorates, departments, district offices, schools, principals, supervisors, and other key stakeholders regarding Component 2.
- Coordinate regularly with and provide ongoing updates to the World Bank’s Technical Lead for Component 2.
- Participate in field visits to monitor and evaluate the progress of component activities.
- Participate in and maintain records, minutes and provide updates on development partners’ STEM meetings convened by MOE and update the STEM initiatives matrix every 3 months.
- Monitor initiatives and projects targeting the area of STEM, ensure complementarity is maintained and duplicated efforts are avoided.
- Write high-quality meeting minutes, and compile and maintaining proper and adequate archiving system for project reports, minutes of meetings and technical deliverables.
- Conduct any other tasks assigned by the Assistant Deputy for Educational Affairs and the Project Coordination Unit (PCU) Director to achieve program objectives.

Job Requirements
Minimum Required Qualifications
- Masters, Postgraduate Diploma and/or BA Degree in education.
- At least 5 years of teaching experience in the area of science or math for upper basic grades is desired.
- Demonstrated knowledge in curriculum development is desired.
- Demonstrated experience in development of training modules and implementation is desired.
- Knowledge of STEM education policy practices in developed and developing countries is a plus.
- Strong computer skills, particularly with email, spreadsheets and word processing.
- Good oral and writing communication, presentation skills, planning and analysis skills.
- Excellent organization and time management skills.
- Report writing skills in Arabic and English
- Able to work independently and in a team.
Time Frame
The contract will be for 4 months until December 31st, 2022 (renewable subject to assessment of performance). The consultant shall follow the regular working days/hours of the Ministry of Education (i.e work 5 days a week, 7 hours a day (from 08:00 to 03:00).
Place of Work
The technical coordinator will sit at the MOE headquarter in Ramallah with regular travel to the involved education district offices, schools, universities, and meetings with other stakeholders and as needed.
