Introduction
The Ministry of Education (MOE) has received a grant from the World Bank to implement the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)” program.
The Ministry of Education (MOE) is seeking to recruit a Technical Coordinator to support the MOE to coordinate the day-to-day implementation of Component 3 activities under SERATAC.
An invitation is hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy position.
Position: Technical Coordinator for Component 3
Objective of the Consultancy
The objective of the consultancy is to liaise and follow up with relevant MOE departments to coordinate the day-to-day implementation of Component 3 activities to strengthen the Palestinian student learning assessment system.
Main Tasks and Responsibilities:
Under the supervision of MOE’s Assistant Deputy for Student Assessment, who serves as Focal Point for Component 3, the Technical Coordinator for Component 3 will conduct the following tasks:
- Liaise between MOE departments (including assessment, Tawjihi, educational research, general education, eschools, and other relevant departments), field offices, and other relevant stakeholders to obtain relevant data and documents, and follow up for any clarifications as needed.
- Participate in Component 3 MOE Technical Committee meetings and draft minutes.
- Arrange agenda, logistics, and presentations for Component 3 stakeholder workshops, and draft minutes.
- Coordinate, compile, harmonize, and archive any documents and data related to Component 3 activities, including technical inputs provided by the Component 3 MOE Technical Committee, draft reports, meeting minutes, assessment data, and other relevant files.
- Collaborate with the SERATAC communications officer and communications firm hired by MOE to plan and facilitate dissemination events and outreach products (such as leaflets, newspaper articles, or videos) on relevant Component 3 activities.
- Carry out any other tasks assigned by the Assistant Deputy for Student Assessment and the Project Coordination Unit (PCU) Director to achieve the Component 3 objectives, and work closely with the World Bank’s Technical Leads for Component 3 to provide regular updates as requested.

Job Requirements
Minimum Required Qualifications
- PhD in education/student assessment or related field.
- At least 10-15 years of experience in the area of student assessment.
- In-depth knowledge of the Palestinian education system and student assessment practices.
- Demonstrated experience working with education experts and Ministry officials on student assessment.
- Strong software skills, including Microsoft Word, Excel, PowerPoint, and Outlook.
- Excellent oral and written communication and presentation skills in Arabic and English.
- Excellent organizational and time management skills.
- Ability to work independently and in a team.
Time Frame
The contract will be for 6 months.
Place of Work
The technical coordinator for Component 3 will sit at the MOE headquarter in Ramallah with potential occasional travel for meetings with relevant stakeholders as needed.
