Technical Engineer
The Ministry of Finance – International Relations Department (IRD) received a financing from the United States of America acting through the Department of state- INL to establish a Project Implementation Unit (PIU) in the Ministry of Finance.
PIU is a program management unit – part of Ministry of Finance/IRD – dedicated to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies. PIU is seeking for the following:
Technical Engineer
-Location :
Ramallah with frequent travel in West Bank areas.
-Qualifications:
1-Bachelor degree in Civil Engineering with at least 5 years experience in Technical and Project Management and Controls fields.
2-Experience at working in a team-oriented, collaborative environment is essential.
3-Experience in large scale multi projects organizations
4-Work experience with Donors – especially US funded projects
5-Strong written and oral communication skills in both Arabic and English.
6-Must have ability to set and manage priorities.
7-Proficient computer skills including word processing, spreadsheet, AutoCAD, GIS and Scheduling program.
8-Able to work as a team member, contributing to the overall program development by participating in-group discussions in areas of expertise
9-Self-starter, able to work with minimal direction or supervision
10-Possession of a valid driving license.
Main Duties:
-Review tender documents and submit recommendations and finding to PIU Head.
-Follow up design process with the concerned parties.
-Coordinate with PIU project managers on site to ensure design review is conducted in relation to existing facts on ground.
-Develop technical review report.
-Support project manager on site with any technical request to ensure project is implemented to the best possible standards
-Provide technical Support for Furnishing procurement department.
-Review variation and change orders to ensure technical validity.
-Collect data about quality concerns submitted through PIU Project Managers and QA/QC Manger and through regular site visits.
-Collect data about safety concerns submitted through project managers and PIU HSE Manger and through regular site visits.
-Review works plan and project time schedule with PIU Scheduler.
-Follow up and monitor projects progress regularly.
-Ensure that the project budget submitted by any external body is accurate and does meet the norm prices in the local market.
-Review the Contractors and Consultants interim and final payments.
-Duties also include providing a variety of engineering office support to Area Managers and PIU Head on a variety of projects.
