NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Job Purpose Summary
TFA’s role is to conduct field assessment visits for beneficiaries housing units, include collect socioeconomic and technical data, prepare BoQs, and provide field monitoring, technical advice, approve financial payments based on NRC’s standards, and projects conditions.
Key Responsibilities
Data collection activities
- Carry out field socio-economic survey; conduct field visits to potential households; collect required data to identify target beneficiaries.
- Carry out technical assessments of houses and utilities including WASH, in line with NRC’s project criteria, in order to aid the assessment of the need (from the technical aspect) for a shelter upgrading intervention such as rehabilitation works, construction works and/or any other future shelter intervention.
-Produce accurate drawings, reports, and photographs as evidence of a technical assessment.
Facilitation of technical implementation
- Assess physical characteristics of housing units to ensure safety and susceptibility for upgrading
- Prepare scope of work, engineering designs for maintenance /upgrading activities with reliable cost estimates (BoQs)
-Supervise the upgrading work in the assigned houses
-Assist beneficiaries with technical advice including WASH on how to complete their works with the expected quality and within the agreed budget
- Keep accurate data of all the technical information and ensure that all beneficiary files are complete
- Provide technical assistance to any other NRC staff as required
- Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize funding to beneficiaries
Reporting activities
- Data entry
- Share ideas with the Technical Field Officer (TFO) to fulfill the beneficiaries’ needs
- Arrange meetings with the beneficiaries when necessary
- Report daily to the TFC
- Perform other related duties as identified by the supervisor when requested
- Conduct technical assessments and quick surveys of shelters
- Follow up implementation of work for each assigned house at every stage
- Create a supervision plan for all assigned houses
- Provide certification of eligibility to receive installments
- Report troublesome cases to TFO
Qualifications and Competences
Academic and Professional Qualifications
- Diploma/Technical Degree in Civil Engineering
Relevant Experience
- Minimum of 3 year of relevant work experience in a busy organization
Knowledge, Skills & Personal Attributes
- Good communication and interpersonal skills
- Strong organizational and team working skills
- Good cultural awareness and sensitivity
- Highly approachable, trustworthy and confidential
- Good English Language level
- Proven technical knowledge and field experience in construction
- Experience in WASH, public awareness and hygiene promotion is a plus
- Previous work experience in humanitarian NGOs
